SIBREMUN <br />the city that works for you <br />Council Worksession <br />May 13, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Grant Wyffels- Director of Public Works <br />Guests in Attendance: Kathy Donovan, Jerry Moore and Lau Shuman of Johnson Controls <br />Johnson Controls Energy Study <br />Public Works Director Wyffels stated members from Johnson Controls were in attendance this evening. He <br />indicated the City has been working with Johnson Controls since October of 2012. He reported Johnson <br />Controls has studied the City's significant facilities to determine if the City can reduce its energy footprint. <br />Johnson Controls has performed preliminary analysis related to building infrastructure and has identified <br />opportunities for savings and efficiencies. The focus has been mainly on central plant /HVAC, lighting, <br />building automation, water conservation and other building envelope concepts. He explained this information <br />was presented to the Council previously on July 9, 2013. At that time, the Council requested more time to <br />internally discuss the options further prior to making a decision. He noted Johnson Controls would again be <br />making a presentation to the Council on their findings. Staff was seeking direction on how to proceed. <br />Kathy Donovan, Johnson Controls, introduced the members present from Johnson Controls. She reviewed a <br />PowerPoint presentation on the energy study with the Council and then discussed the Project Develop <br />Agreement. <br />Lau Shuman, area manager at Johnson Controls, explained that a more detailed energy audit may offer even <br />more savings to the City. <br />Councilmember Strub requested further information on the City's replacement schedule. Public Works <br />Director Wyffels discussed the fleet and equipment replacement plan in detail with the Council. <br />Councilmember Jacobsen asked if this plan folded into the City's life cycle planning. Public Works Director <br />Wyffels discussed how Johnson Controls has worked this plan into the City's life cycle planning. He noted <br />however, the Project Develop Agreement has yet to be authorized. He explained the City would have to <br />reevaluate its numbers and building infrastructure timelines if it proceeded with the Project Develop <br />Agreement in order to fully address all areas of energy savings. <br />Ms. Donovan further discussed how Johnson Controls would provide the City with a savings plan. <br />Councilmember Bauman did not believe the City should be considering this kind of plan when matters have <br />been handled internally by staff in the past. She did not believe it was necessary to plan for the replacements <br />of items unless absolutely necessary. She did not want to see the City bonding. <br />Mr. Shuman explained the power of the proposed contract was that it would assist the City in completing <br />necessary capital improvements while spending less operating capital dollars in the long run. <br />Councilmember Bauman did not support the Council moving forward with the Project Develop Agreement. <br />She did not believe it was reasonable to pay Johnson Controls as a general contractor to implement the plan. <br />
