d, That adequate utilities, access roads, drainage and /or necessary facilities have been or are <br />being provided. <br />e. The Planning Commission and City Council found all Special Use Permit criteria of Section 8- <br />1 to be met, based on the following findings: <br />a. proposed use is similar to other retail /service commercial uses in the immediate <br />vicinity. <br />b. The overhead service bays face north towards Mississippi Street, away from the nearby <br />c Iresidential uses in the area. <br />The proposed renovations to the northern and eastern building facades will be an <br />improvement to the building, which has remained vacant for at least the last 8 years, as <br />well as possibly serve to revitalize the area. <br />d The proposed hours of operation will not have a negative impact on the surrounding area. <br />c. I1EREFoRE BE IT RESOLVED that based upon the above findings of fact the application <br />fc4t a Special Use Permit (SP2014 -003) is hereby approved, subject to the following <br />1. grading plan shall be submitted for Engineering /Public Works Department review and <br />a roval at the time of building permit. The plan shall depict existing contours, proposed <br />removals of bituminous, concrete, etc. and proposed contours and spot elevations illustrating <br />h the new driveway aprons for the new overhead doors will be installed. <br />2. EN isting graffiti on the parking lot signage, trash enclosure, and west wall of the building <br />sliall be removed /painted over prior to issuance of a building permit. <br />3. 1;, terior storage or display is prohibited. <br />4. Occasional overnight parking of vehicles shall not exceed 5 cars, all of which shall be fully <br />o crable with current license tabs.
