May 27, 2014 <br />reported the City continues to pay down its debt. Staff further reviewed the financials in detail with the <br />Council and asked for comments or questions. <br />Steve Wischmann, KDV, appreciated the efforts of the finance team in New Brighton and further discussed <br />the audit process with the Council. He discussed the one audit adjustment that was made and commended the <br />City on its financial efforts. <br />Councilmember Bauman reported the Council discussed the audit previously in worksession with staff. <br />Councilmember Jacobsen thanked KDV for their partnership with the City of New Brighton. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to accept the <br />Comprehensive Annual Financial Report for the year ending December 31, 2013, and the Auditor's <br />Communications Letter and their Reports on Compliance with Government Auditing Standards and <br />Legal Compliance. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consideration of a Resolution of Intent to Amend the Petition for New Brighton/St Anthony <br />Basic Water Management Project, Rice Creek Watershed District Project 2013 -01, to Allow <br />Implementation of Mirror Lake and Hansen Park Project Components without Delay, to <br />Acknowledge the Allocation of Local Project Components for the Mirror Lake and Hansen <br />Park Project Components, to Allow Proceeding to Project Phases 2 & 3 for Other Project <br />Components, to Consent to the Addition of the City of Roseville as an Additional Petitioner <br />for the Basic Water Management Project, and Authorizing the Amended Petition. Report <br />No. 14 -132. <br />City Manager Lotter explained Public Works Director Wyffels would be presenting this item to Council. <br />Public Works Director Wyffels explained the original petition between New Brighton and St. Anthony <br />requested that the Watershed District initiate a phased petition approach, by directing its engineer to evaluate <br />the Cities' 2011 Flood Reports and further identify stormwater management, flood damage reduction and <br />water quality opportunities. He reported a representative from Rice Creek Watershed had a presentation to <br />further explain the proposed project for Hansen Park and Mirror Pond. <br />Phil Belfiirin, Rice Creek Watershed District, explained the watershed district was focusing on projects that <br />would reduce future flooding within the district, while also addressing water quality. He thanked the City for <br />their support and then discussed a clean water grant that Rice creek received. He commented that these grant <br />funds would assist in completing the Hansen Park and Mirror Pond project. Mr. Belfurin reviewed the <br />purpose of the petition along with the downstream resources that were available. <br />Kyle _, Rice Creek Watershed, briefly discussed the improvements that would be made at Hansen <br />Park and Mirror Pond. He reported Hansen Paris would be dredged to restore water quality and flood storage <br />capacity. In addition the project would replace the dam and add drawdown functionality. An iron -enhanced <br />sand filter was being considered as it would remove phosphorous from the water system. The watershed <br />district was proposing to have an irrigation system that would re-use water within the pond for the ball fields. <br />The total cost estimate for the improvements at this park were estimated to be $4.8 million. <br />Mr. Belfurin requested the Council consider approval of a Resolution that allows for the implementation of <br />Hansen Park/Min-or Pond without delay and allows the RCWD to proceed to Phase 2 and 3 for other <br />projects; directs staff to coordinate with RCWD to provide access to Hansen Paris for project planning and <br />construction; allows additional of Roseville as additional petitioner; and approves an amended petition to the <br />Basic Water Management Project The proposed project timeline was reviewed with the Council. <br />Mayor Jacobsen asked the ongoing maintenance expense for dredging the pond at Hansen Park. Mr. <br />Belfiuin explained the current grant would allow for maintenance expenses to be covered by the watershed <br />district for the next 20 years; however, this has yet to be discussed between RCWD and the City. <br />Councilmember Jacobsen thanked RCWD for their partnership. <br />Councilmember Strub was pleased that RCWD was bringing the newly earned grant funds to the City of <br />New Brighton to address flooding concerns.
