larger logo signs are insignificant when viewed from two stories up, and 5) the wall <br /> sign graphics are consistent with the originally approved Comprehensive Sign Plan for <br /> Main Street Village. <br /> B. That the sign plan is sensitive to and compatible with physical circumstances of the site <br /> and buildings. <br /> The proposed signs are static, in that the signs do not have any dynamic (moving) <br /> capabilities. Staff finds the designs of the signs to be consistent with what currently <br /> exists and thus is sensitive to the area and compatible with the physical circumstances <br /> of the site and buildings. <br /> C. That the sign plan is not detrimental to public safety. <br /> Neither Public Works/Engineering nor Public Safety has indicated any objection to the <br /> proposed signs. Additionally, to date no public inquiries have been received. Staff <br /> finds the signs will not have any negative impacts to public safety. <br /> Engineering did note that there are buried utilities along the west side of Main Street <br /> (albeit private utilities) and the applicant should be aware of this during construction of <br /> the new monument sign. <br /> D. That the sign plan will not impede the normal and orderly placement of signs on <br /> surrounding properties. <br /> Generally, the area is fully developed/redeveloped with businesses utilizing signs of the <br /> size and location allowed under the current Comprehensive Sign Plan. Thus, staff finds <br /> the proposed amendments to the Main Street Village Comprehensive Sign Plan will not <br /> impede the normal or orderly placement of signs on surrounding properties. <br /> In addition to the sign standards of Section 9-041 (4), the proposed sign must be reviewed <br /> against the general health, safety and welfare standards of Section 8-130. This section states that <br /> no special use shall be recommended by the Planning Commission unless such shall find staff <br /> responses in italics): <br /> a. That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort of the general <br /> public. <br /> Construction of an additional ground sign, and allowance for larger logo signs, <br /> should not impact or be detrimental to the public health, safety, morals, or comforts <br /> of the general public. The signs will be constructed in an area already used for <br /> commercial purposes. Further, the signs are of modest size and height will not have <br /> dynamic capabilities nor be directed towards any residential uses. <br /> b. That the special use will not be injurious to the use and enjoyment of other property <br /> in the immediate vicinity for the purposes already permitted, nor substantially <br /> diminish and impair property values within the neighborhood. <br />
