SITE CHARACTERISTICS <br /> Location: 500 Main Street <br /> Lot Size: 3.9 Acres (169,426 SF) <br /> Topography: Generally Flat <br /> Comprehensive Plan Designation: City Center <br /> Zoning: B-4, Downtown Business District <br /> Surrounding Land Uses: <br /> North: Main Street Village Apartment/Condominium <br /> South: County RD E2—Donatelle Plastics <br /> East: Main Street (private road) — Main Street Village <br /> commercial uses <br /> West: Railroad tracks—NB Public Works garage <br /> SPECIAL USE PERMIT ANALYSIS <br /> Section 9-041 (4) outlines the procedure for obtaining approval or amendment of a <br /> Comprehensive Sign Plan. This section requires the following findings (staff responses in <br /> italics): <br /> A. That the sign plan provides sound identification, reduction of clutter, and aesthetic <br /> enhancement. <br /> The proposed graphic area and height of the new ground sign is comparable to what is <br /> allowed in a general business district(B-3). The sign will provide identification for CU <br /> Companies and other major tenants housed within 500 & 550 Main Street. 500 & 550 <br /> Main Street are technically two buildings and are located on a corner lot, allowing for <br /> two monument signs under the general sign code standards. The applicant explains <br /> that the additional ground sign is necessary to obtain the wanted visibility and to <br /> clarify the location of all tenants within 500 & 550 Main Street. Also worth noting, <br /> because Main Street is a private street the setback to the property line does not really <br /> apply as the property line is the centerline of the private road. However, the proposed <br /> new monument sign is setback an equal distance from the centerline of the road as the <br /> existing monument sign. <br /> The proposed wall signage locations are consistent with the existing Comprehensive <br /> Sign Plan, which allows signage at the upper levels in the corner of the facades and <br /> above the main entrances of the buildings. Additionally, the size sign for the non-logo <br /> signs (28 SF) is also consistent with the current sign plan. However, the applicant <br /> wishes to allow logo signs varying from 4.5 SF to 9 SF, where the current sign plan <br /> only allows an additional 5.75 SF for logos. The applicant has proposed two different <br /> logo sign variations, one with a 4.5 SF logo and one with a 9 SF logo. Even though <br /> one variation logo size is double the square footage of the other, this is fairly <br /> insignificant when viewed two stories up. <br /> Staff finds the request to be reasonable based on the following: 1) The proposed <br /> monument sign is no larger than the existing monument, 2) The monument provides <br /> identification for tenants of two buildings that reside on a corner lot, 3) the proposed <br /> monument sign setback is consistent with the existing monument sign's setback, 4) the <br />
