PLANNING REPORT <br /> DATE: July 10, 2014 <br /> CASE: LP2014-004 <br /> SUBJECT: Review of a Site Plan for APi Group Inc. <br /> APPLICANT: Nor-Son Inc. on behalf of APi Group Inc. <br /> REQUEST&BACKGROUND <br /> Nor-Son Inc., an architectural firm acting on behalf of APi Group Inc., is requesting review of a <br /> Site Plan. The proposed development is located north of APi's existing headquarters building <br /> within New Brighton Exchange, specifically located on the southern two acres of Lot 1, Block 3, <br /> Long Lake Landing located at the northwest corner of Northwest Parkway and Old Highway 8 <br /> NW. The Site Plan consists of construction of a three-story, 45,000 SF training center and office <br /> building for APi Group Inc. The Site Plan includes construction of all site related improvements <br /> including surface parking, landscaping, and other necessary utility and grading improvements. <br /> Based on the applicant's narrative, 43 employees will permanently office out of the new <br /> building, with training facilities able to accommodate up to 120 persons, and growth/expansion <br /> space on the third floor. <br /> The development is being proposed on the southern two acres of an unaddressed lot legally <br /> described as Lot 1, Block 3, Long Lake Landing. Currently, Lot 1, Block 3, Long Lake Landing <br /> exists as a single four acre parcel. The applicant has applied for a Minor Subdivision to create a <br /> single two acre parcel, however, unlike a Plat the public hearing for the Minor Subdivision is <br /> conducted at the City Council meeting. Thus, the Planning Commission's role is to review the <br /> Site Plan only, where no public hearing is necessary. <br /> APi Group Inc. constructed their 54,000 SF headquarters building in 2007-2008. During the <br /> land use approval process in 2007, the applicant proposed to also construct a 9,000 SF building <br /> on the southwest corner of Northwest Parkway and Old Highway 8 NW. However, immediately <br /> following approval in 2007 the market collapsed and the applicant "mothballed" the foundation <br /> that was constructed for the 9,000 SF building. By entering into a Private Contract for <br /> Redevelopment for the new 45,000 SF building, the applicant's contractual obligation to build <br /> the 9,000 SF building was extinguished.
