The Lighting Plan illustrates 5 fixtures within the parking lot. The applicant's narrative explains <br /> the fixtures will be cutoff These fixtures are not adjacent to walkways or entrances, so they may <br /> exceed 15' in height. Staff finds the Lighting Plan to be acceptable. <br /> Building Design <br /> Section 6-750(1) specifies Building Design standards. These standards are more subjective and <br /> refer to the Northwest Quadrant Framework Plan and Design Guidelines. Generally, the <br /> standards require: <br /> • Façade designs that address the street <br /> • Well defined base, middle, and top <br /> • Mix of materials and inclusion of ornamental features <br /> • Horizontal offsets of 2 feet in depth <br /> • Safe and welcoming entrances <br /> • Varying roof heights and line changes <br /> The proposed building was designed to match the headquarters building to the south and <br /> incorporates the following features: <br /> • The building placement abuts the corner and follows the Old Highway 8 frontage. <br /> • A defined base exists with pedestrian-scaled windows following the Old Highway 8 <br /> frontage. A pedestrian-scaled entrance is incorporated along Old Highway 8 NW. <br /> • The window scheme and horizontal banding provide for a defined middle and top. <br /> • A mix of different types of stone, glass (with different types of glazing), and metal have <br /> been included. <br /> • Many horizontal and vertical offsets have been incorporated into the facades. <br /> • A welcoming entrance is incorporated off the parking lot. <br /> • The roof line varies slightly around the sides and rear of the building. <br /> Staff finds the Building Design standards to be met. <br /> Accessory Structures <br /> Accessory structures are permitted, but must be constructed from the same materials as the <br /> primary building and of similar architectural quality and style. No elevations have been <br /> submitted for the trash enclosure. The applicant has stated they propose to construct the trash <br /> enclosure with the same building materials as the building along the Old Highway 8 NW façade, <br /> but use a block material around the rear painted to match the building. This is acceptable to <br /> staff, but a plan should be submitted consistent with this intent at the time of building permit. <br /> Screening of Roof-Top Mechanical Equipment <br /> Section 6-750(1)(G) of the NBE zoning district states that roof top mechanical equipment shall <br /> be screened from view, grouped within a single enclosure, and designed with durable materials <br /> compatible to the principal building. The applicant has proposed using a prefinished metal panel <br /> material for a screening wall, painted a color that compliments the exterior of the building. The <br /> elevations illustrate a single enclosure. Staff finds this standard to be met. <br /> Exterior Building Materials <br /> Section 6-750(2) of the NBE zoning district specifies that primary, secondary, and accent <br /> building materials shall be used. Primary materials shall cover at least 60% of the façade and be <br /> brick, natural stone, precast concrete, and decorative block of dimensions, color and texture that <br /> resemble brick. Secondary materials shall cover no more than 30% of the building and consist of <br /> block, stucco, cement board siding, or architectural metal panels. Accent materials shall cover <br />
