Not Approved <br /> Commissioner McPherson asked if the concrete panels would be painted. Mr. Murlowski had not planned to paint the <br /> panels,noting they would not be visible from the adjacent neighborhood. He noted he would not be able to plant trees <br /> under the power lines. <br /> Commissioner Deick inquired if the applicant were to plant trees on the berm if this would improve the decibel level <br /> being transmitted from the property. Andrew Skoglund, Barr Engineering, commented that trees on top of the berm <br /> would not improve the sound mitigation,but would visually improve the aesthetics of the berm. Planner Gundlach <br /> commented the Planning Commission could require the applicant to provide landscaping on the berm. <br /> Commissioner Danger respectfully disagreed with Mr. Skoglund's comment as he believed that vegetation of any kind <br /> would assist in refracting decibel levels. <br /> Commissioner Danger asked if a new deadline should be set within the Special Use Permit. Planner Gundlach indicated <br /> the Commission could consider moving the completion date to August 31st or September 15th. Mr. Murlowski believed <br /> that September 30th would be reasonable so long as he can get a line shut down from Xcel Energy. <br /> Chairperson Howard recommended all yard dedicated equipment back-up alarms be hushed. Mr. Murlowski explained <br /> this had already been taken into effect on his yard. As a fair warning to the neighbors,he reported that the equipment <br /> used to build complete the berm would not have hush backup alarms. <br /> Commissioner Danger thanked Mr.Murlowski for his willingness to work with the City and the neighboring residents to <br /> resolve the sound issues. He questioned how staff arrived at the 56.5 decibel level. Planner Gundlach reported this was <br /> the level approved in City Ordinance and was determined to be the reduction level that could be achieved by Belair <br /> Excavating in 2010. She reported that prior to 2010,there was no sound barrier. After that time,the City worked with <br /> Belair to reduce the noise levels for the benefit of the adjacent residential area. <br /> Commissioner Danger was pleased that the storage piles would be moved as this too would push operational noises away <br /> from the residential neighborhood. <br /> Chairperson Howard requested the Commission discuss the color of the concrete wall, landscaping requirements and the <br /> recommended completion date for the berm. <br /> Commissioner Danger did not believe it would be necessary to paint the concrete wall. <br /> Commissioner Erickson agreed. <br /> Mr. Glynn did not believe the concrete berm had to be painted,however,he would like to see the remainder of the berm <br /> planted with trees. <br /> Commissioner McPherson noted the berm would have growth on it, even if trees were not planted. Planner Gundlach <br /> reported that the berm would be inspected annually to ensure there were no erosion issues and that it was properly <br /> vegetated. She reported that vegetation was fully established on the portion of the berm that was already complete. <br /> The Commission recommended the berm completion date be changed to September 30,2014,requiring that the dumping <br /> platform be relocated within 7-10 days of receiving Council approval. Mr.Murlowski requested he be allowed to have 10 <br /> working business days to complete the relocation of the dumping platform. <br /> Motion by Commissioner McPherson,seconded by Commissioner Erickson to close the Public Hearing. <br /> Approved 6-0. <br /> Motion by Commissioner McPherson,seconded by Commissioner Erickson,to approve staff recommendation <br /> amending the berm completion date to September 30,2014,and requiring the dumping platform to be relocated <br /> within 10 working business days after receiving City Council approval. <br /> Approved 6-0. <br /> (C) Caleb Wilkins on behalf of Eurotech Auto requests a Site Plan and Nonconforming Use Permit to allow <br /> construction of a 26' x 32' open air car port/canopy with 7' breezeway at the northeast corner of the <br /> existing building at 480 8th AVENUE NW. <br /> 3 <br />
