July 22, 2014 Page 5 of 7 <br />Councilmember Bauman reiterated again that she valued the Fire Division, however she believed the <br />department was doing a disservice. She recommended the Council reconsider staffs request from a <br />taxpayer's perspective. She believed that the City was already providing fair compensation for the services <br />provided as the firefighters were already receiving the ninth highest amount for pay. <br />Mayor Jacobsen questioned what Councilmember Bauman could support. <br />Councilmember Bauman commented she could support a $100 increase to the $5,800 yearly benefit for 2014 <br />and no increase in 2015. She stated the benefit amount could be reevaluated by the Council next year. <br />Councilmember Burg was willing to fund the pay increase due to the fact the Fire Relief Fund could support <br />this increase through its interest earnings, even without the City's contribution. <br />Councilmember Bauman commented the City did not know how the economy would be impacted over the <br />next 10 to 20 years and cautioned the Council from reading too far into this scenario. <br />Councilmember Jacobsen asked if the $46,200 City contribution was budgeted for 2014 and 2015. City <br />Manager Lotter stated this was the case. He explained how the City would evaluate the contribution on a <br />yearly basis noting that if it was not needed by the Fire Relief Fund, it would be placed in the Community <br />Reinvestment Fund. <br />Councilmember Bauman clarified that the $46,200 City contribution number was not set in stone. She <br />explained that the Council could change this amount at any time in the future and noted last year the amount <br />was cut in half due to budgetary restrictions. <br />Mayor Jacobsen saw the advantage of $46,200 going into the Community Reinvestment Fund on a yearly <br />basis if it was not needed in the Fire Relief Fund. This would assist the City in retiring debt in a timelier <br />manner. <br />Councilmember Burg agreed. <br />Councilmember Strub commented that a solid benefit package would assist the Fire Division with retaining <br />fire fighters. He found this to be very valuable to the community and recommended the Council support an <br />increase of $500 to the annual benefit for 2014 with no increase in 2015. <br />Mayor Jacobsen was frustrated that Council consensus was coming down to a minor amount of money. He <br />appreciated the healthy discussion held this evening and suggested the Council take action on this matter. <br />Motion by Councilmember Strub, seconded by Councilmember Jacobsen to adopt a Resolution <br />establishing the City Council's support for the New Brighton Fire Relief. <br />Councilmember Bauman clarified that if this Resolution passes, there would be only three cities that were <br />paid higher than New Brighton's paid/on-call fire fighters. <br />4 Ayes,1 Nay (Bauman)-Motion Carried <br />2. Report No. <br />14 -190. <br />City Manager Lotter indicated City Planner Gundlach would be presenting this item to the Council. <br />City Planner Gundlach explained Nor -Son, Inc., an architectural firm acting on behalf of AN Group Inc., is <br />requesting review of a Site Plan. The proposed development is located north of APi's existing headquarters <br />building within New Brighton Exchange, specifically located on the southern two acres of Lot 1, Block 3, <br />Long Lake Landing located at the northwest comer of Northwest Parkway and Old Highway 8 NW. The <br />Site Plan consists of construction of a three- story, 45,000 SF training center and office building for AN Group <br />Inc. The Site Plan includes construction of all site related improvements including surface parking, <br />landscaping, and other necessary utility and grading improvements.
