E. Maximum pile height shall be determined at the time of Special Use Permit consideration. <br /> Site characteristics, including adjacent and nearby sites, will be considered to ensure <br /> compliance with letter D above. <br /> Pile height limits are proposed at 40'per the maximum height allowance of the I-1 zoning <br /> district. Based on the location of the site, most of the piles should not be visible. If the <br /> Commission is concerned about capping materials storage, pile height could be examined as <br /> an option, especially if there are concerns 40'tall piles will be visible. <br /> F. No more than 50% of the land area may be utilized for piles. This pile storage area shall be <br /> specified as part of the special use permit process. Additionally, not more than 40% of the <br /> specified pile storage area shall be occupied by processed and unprocessed piled soils, <br /> concrete, and aggregate and no more than 20% shall consist of unprocessed rubble. <br /> Staff provided a detailed explanation of this condition under bullet point three of the Zoning <br /> Code Amendment Analysis paragraph of this report. These standards are met under the <br /> proposed expansion plan. <br /> G. The site must have access to a street with a classification of minor arterial or greater either <br /> directly, or by private road, or by a street serving only industrial properties. Truck routes to <br /> and from the site within the municipal boundary shall not include use of any street with a <br /> classification less than minor arterial. <br /> This criterion is met. <br /> H. Dirt and/or aggregate are not deposited onto a public roadway. <br /> This criterion is met. <br /> I. Other conditions identified by the City Council. <br /> A yearly inspection is currently required and should continue to be required to ensure <br /> compliance with these conditions. No other specific conditions, other than those outlined in <br /> the recommendations, are deemed necessary at this time. <br /> In summary, staff finds the proposed Site Plan, subject to conditions, complies with the amended <br /> criteria of Section 6-800 (2). <br /> Additionally, the general health, safety and welfare conditions of Section 8-130 must be <br /> considered. The applicant provided responses to these criteria in the attached SUP Criteria <br /> Worksheet. Rather than respond to each criterion, staff offers the following summary comments <br /> with regard to Section 8-130: <br /> • The expanded operations will not get any closer to properties containing residences. <br /> • The expanded property adjacent to Rush Lake and Old Highway 8 NW are proposed for <br /> agricultural uses, which helps to buffer any negative impacts resulting from the aggregate <br /> crushing, recycling, and equipment storage uses. <br /> • Current dust mitigation efforts will be extended to the expansion property. <br />
