• A new 8' berm should provide a visual screen for the equipment storage area, as viewed <br /> from Old Highway 8 NW. <br /> • The actual operations are not changing,just the overall site area. <br /> • The proposed grading plan will mitigate an existing environmental issue. <br /> • The proposed grading plan and infiltration basins will ensure proper storm water control. <br /> • The Rice Creek Watershed District and Minnesota Pollution Control Agency has <br /> approved the proposed grading plan and use of the property. <br /> • The expanded operations should not have any further impact to adjacent or nearby <br /> properties than is already being experienced. <br /> This concludes the special use permit analysis. Subject to conditions, staff recommends <br /> approval of the requests. <br /> STAFF RECOMMENDATION <br /> Staff recommends approval of the requests, subject to the following conditions: <br /> 1. City Council adoption of the Ordinance attached approving amendments to the ECOA <br /> ordinance as drafted by staff and the City Attorney. <br /> 2. The expansion shall be consistent with the Site Plan submitted, except as otherwise <br /> revised per the information contained in this report and the conditions of approval <br /> specified herein. <br /> 3. The four acre parcel identified by PID # 173023430002 ("Tract AX-1" as depicted on the <br /> survey) shall not be included in the site plan or special use permit. <br /> 4. The rail siding depicted on the Site Plan is eliminated. <br /> 5. Storage of road salt on the property is only for the applicant's internal use and shall not <br /> be stored for a 3rd party. <br /> 6. The 8' screening berm on the east end of the equipment storage area shall be constructed <br /> with material that can accommodate a vegetated cover(no rubble shall be used). <br /> 7.
