O
BRUMN
the city that works for you
Report Number
Agenda Section
Council Meeting Date
REQUEST FOR COUNCIL CONSIDERATION
14 -231
VI -5
September 9, 2014
ITEM DESCRIPTION: CONSIDERATION OF QUOTES FOR CITY PROJECT 13 -15,
LIFT STATION 7 GENERATOR
DEPARTMENT HEAD'S APPROVAL: k-YIW
CITY MANAGER'S APPROVAL:
No comments to supplement this report Comments attached
Recommendation: Accept the quotation from Cummings in the amount of $16,800 for a 40kW generator to be
installed at Lift Station 7 and approve the total estimated project of $36,800.
Legislative History: On June 10, 2014, the City Council authorized the Public Works Director to solicit quotes
to purchase a Permanent Standby Power Generator for Lift Station 7, and work with a Professional Land Surveyor
and the City Attorney to negotiate a 20 -foot x 40 -foot sewer easement for placement of the generator, SCADA
equipment, and future anticipated Lift Station 7 improvements. This is in response to lift station power outages
and sewer back -ups experienced in 2013 and documented in a report finalized in January of 2014 by Foth
Infrastructure & Environment, LLC.
Financial Impact: The following quotations were received for the purchase of a 40kW generator to be installed
at Lift Station 7 located behind the house at 636 Cleveland Ave SW:
Total
Cummings $16,800
Ziegler Inc. $24,080
Explanation: Lift Station 7 provides service to a significant area of the City. The lift station structure has a small
wet well and very limited storage capacity so it cannot be out of service for extended periods of time without risk
of wastewater backing up into nearby basements. As a result, this lift station must have power available to it at all
times. The lift station site is located in a very small area with limited access, bordering an existing multi - family
garage complex. This restricted area complicates the delivery and set up of any portable generator equipment.
When the lift station experiences power outages, electrical power is provided by a portable generator that is
delivered to the site and manually connected as necessary. The station is located at the end of a narrow driveway
between a garage structure and a chain link fence and access is available across an apartment complex parking lot.
In consideration of the relatively difficult access and the limited emergency storage, a permanent standby
generator with an automatic transfer switch is proposed to be installed at this site to automatically provide power
during outages.
Staff included the following as part of a permanent generator system:
• Install a new transfer switch.
• Install a new 40KW, 240V single phase natural gas generator.
• Wire and conduit from the existing disconnect to the new transfer switch.
• Wire and conduit from the generator to the transfer switch.
• Wire and conduit from the transfer switch to the existing control panel.
• Concrete pad to set the generator on.
• Tree removal and grading west of the lift station for the generator site.
The existing easement area for Lift Station 7 manholes and controls is not large enough to accommodate the
stand -by generator and future planned lift station improvements.
