Consideration of Bids and Award of Contract for the NBCC Restroom/Locker <br />Room Renovation Project. ReportNo. 14-223. <br />City Manager Lotter indicated Parks and Recreation Director Breuer would be presenting this item to the <br />Council. <br />Parks and Recreation Director Breuer reviewed the project timeline for the New Brighton Community Center <br />testroomllocker room renovation project. She stated on April 8, 2014, the Council authorized the NBCC <br />restroomllocker room renovation project to be advertised for bid Staff received ten bids by the August 5, <br />2014 deadline. The lowest responsible bidder for this project was Rochon Corporation with a bid amount of <br />$682,000. This bid amount was greater than the total estimated project cost of$585,2oo. This was due in <br />part to the rising cost of both material and labor. Staff discussed the growing use and revenues that has been <br />realized at the community center over the past four years. She reviewed the proposed project and how it <br />would be fimded in detail with the Council. It was noted the non-fleet replacement budget had $425,300 set <br />aside for this project, and an additional $89,200 was available from the pm non-specific fimding. The <br />library accessibility fimd had $58,000 available to assist with this project The bund balance surplice would <br />be $199,200. It was recommended that the difference be made up through the fimd balance surplus. After <br />further review of the project, staff recommended the Council accept the bids and award a contract to the low <br />bidder. <br />Councilmember Jacobsen requested further infonnation as to why the bid amount came in higher than <br />anticipated. Russ Rosa, Rosa Architects, explained that the metro area currently had an extremely aggressive <br />bidding season. In addition, his estimates may have been light on the electrical and plumbing areas. <br />Councilmember Jacobsen questioned how long the project would take to complete. Mr. Rosa anticipated that <br />the project would take approximately 20 weeks to complete. <br />Councilmember Jacobsen asked how the demolition and reconstruction project would impact the community <br />center through the holidays. Parks and Recreation Director Breuer stated she has been coordinating this <br />project with the architect to ensure that all locker room and bathroom facilities would be kept open throughout <br />the project. <br />Councilmember Strub stated he recently toured LA Fitness in New Brighton and found the facility to be top <br />notch. He believed that the locker room proposed for the community center were quite modest and would <br />meet the changing needs of the community. He supported the proposed project and looked fOlWard to the <br />renovations being completed. <br />Councilmember Burg thanked staff for their presentation She was disappointed with the bid amounts but <br />was pleased that the City had proper fimding sources. She was pleased that practical building materials had <br />been selected and explained she would be supporting the NBCC restroomllocker room renovation project. <br />She asked which items would be salvaged or repurposed through the project Mr. Rosa explained that all of <br />the china elements would be reused along with some mirrors, hand-bars, dryers, and dispensers. <br />Mayor Jacobsen commented that the increased use at the community center suggest that the investment in the <br />restroomsllocker rooms was merited.
