August 26, 2014 Page 5 of 8 COlDlcilmember Bauman was in favor of keeping the CtnreIlt facilities in place. She believed the maintenance on the locker rooms and restrooms has been neglected. It was her opinion that the building should not require new restrooms after only 15 to 20 years of use. She questioned why the City had not considered renovating the current facilities. She did not believe that tax payer dollars should be spent on this project and noted she would not be supporting the award of this contract. Mayor Jacobsen understood that proper maintenance was a concern. He too was concerned that the current facilities were failing after less than 20 years. However, he believed that the new restrooms and locker rooms were an investment in the community. He did not relish the increased expense for the project but commented he would be supporting the proposed renovations. Motion by Councihnember Strub, seconded by Councihnember Burg to accept the bids and award a contract for City Project 13-11, NBCC Restroom!Locker Room Renovation Project, to the lowest responsible bidder, Rochon Corporation for both the base bid and Alternate #2. 4 Ayes, 1 Nay (Bauman}-Motion Carried 2. Citywide Crosswalk Safety Study Presentation. Report No. 14-225. City Manager Lotter indicated Public Works Director Wyffels would be presenting this item to the Council. Public Works Director Wyffels reported on November 26,2013, the Council authorized Public Works and Public Safety to jointly prepare a Citywide Crosswalk Safety Study and refer this study to the Public Safety Commission for their consideration and policy guidance, as well as their review and recommendation on implementing the outcomes of the study. On February 24, 2014, staff met with the Public Safety Commission (pSC) for the first time to discuss the focus of the study and to seek their input prior to beginning the study. The PSC was satisfied with the proposed staff direction to identifY and review each rruuked crosswalk location in the City. Staff proposed to note the condition of the crosswalk including but not limited to the length of crossing, traffic counts, the presence of street lighting, the condition and amount of signage, the condition of the crosswalk pavement markings, and the accident history. The PSC concurred with this approach and recommended involving the public to capture existing as well as other possible crossing locations of concern. He explained that on July 21, 2014, he presented the Citywide Crosswalk Study to the PSc. The PSC was very supportive of the study and made four separate motions to be considered by the City Council: 1. Approve and accept the July 21, 2014 Citywide Crosswalk Safety Study as submitted to the Public Safety Commission 2. Direct staff to develop a general crosswalk policy. 3. Authorize Public Works to install the appropriate crosswalks along County Road E between Old Highway 8 and Silver Lake Road. 4. Authorize Engineering to review the crosswalk at Silver Lake Road near the railroad tracks and direct staff to follow-up with Ramsey County to review the same crosswalk. Public Works Director Wyffels reported the City was taking the first steps in the process of making its crosswalks safer through the report findings. Going forward, the City will need to develop a crosswalk policy, improve/enhance its existing crosswalks, review the City's safe routs to school areas, install sidewalks and trails along high traffic corridors, as well as continue to educate residents and enforce the existing crosswalk safety laws.
