Through the first outcome, staff recommended 42 improvements at various crosswalk locations <br />including restriping the existing crosswalk mmkings, trimming trees, and other various signs <br />modifications. Most of these improvements would be characterized as maintenance related. <br />2. Twelve different locations were identified as potential as potential safety concerns. Each of these <br />locations will need to be reviewed by a separate engineering evaluation to detennine how to enhance <br />the safety of the crosswalk. <br />3. The report makes nine general recommendations and conclusions: <br />• All crosswalks in New Brighton should have double faced crosswalk signs (in both <br />directions) with down arrows pointing to the crosswalk location Where feasible, advance <br />crosswalk warrJing signage should also be installed with the words "AHEAD" on the <br />bottom of the crosswalk. <br />• Any existing crosswalk signage that is non-reflectorized or otherwise inconsistent with the <br />Sign Retroreflectivity Policy dated June 10, 2014 should be replaced immediately. <br />• Any existing llliIlked crosswalk should be restriped with either latex paint on an annual basis <br />or with epoxy paint every 3-S years as needed. <br />• At all signalized intersections with a known presence of pedestrian activity, crosswalks <br />should be considered because of the benefits, which include making it clear to vehicles <br />where they should stop and delineating a path for pedestrians. Crosswalks at uncontrolled <br />intersections should be limited and include other features, such as medians and curb <br />extensions, when possible. <br />• For safety reasons, sidewalks should be considered for implementation on all urban arterials <br />and collectors, especially locations that connect pedestrian origins and destinations (for <br />instance, connecting neighborhoods with schools and shopping areas) and for roads with <br />higher speeds and volumes, with priority for locations without shoulders. <br />• Develop a City of New Brighton specific policy for crosswalks. This will address placing <br />crosswalks mid-block, near school zones, utilizing center mounted signs (similar to <br />Highview Middle School and NBCC), push button activated crosswalk lights, cross walk <br />striping, signage, street lighting, traffic calming bump outs, etc. <br />• Consider other possible crosswalk enhancements, including but not limited to the following <br />(found in Appendix E -Minnesota's Best Practices for PedestrianlBicycle Safety- <br />September 2013). <br />• Detennine Safe Routes to School-Free busing radius versus walking radius for each <br />school. <br />• Consider the creation of trails and sidewalks along m~or roadways as proposed in the <br />Comprehensive Plan <br />I. Along Old Highway 8 (from County Road D to Sth Avenue -narrow the road from <br />4/S lanes to 3 based on ADJ). <br />n. Along 10th Street NW from NBCC to bridge over 1-3SW. This is proposed to be <br />reconstructed in 201S. <br />m. CR E2 from Sth Avenue NW to bridge over 1-3SW. This is proposed to be <br />reconstructed in 2016. <br />IY.Create a plan for other sidewalks and trails listed in Comprehensive Plan. <br />Public Works Director Wyffels requested the Council review and provide comment on the Citywide <br />Crosswalk Safety Study. Staff recommended the Council accept the study; concur with the fOlll' PSC <br />motions and direct staff to follow through with the implementation of the three ~or outcomes of the study. <br />Mayor Jacobsen appreciated staffs time and the dedication that was poured into the crosswalk study. <br />Councilmember Jacobsen thanked Public Works Director Wyffels and Public Safety Director Jacobson for <br />their time and efforts on the crosswalk study.
