Four inquiries have <br /> been received thus far, all simply seeking clarification of the requests. <br /> Staff recommends approval of the rezoning request consistent with the proposed zoning map <br /> attached to this report. <br /> COMPREHENSIVE PLAN AMENDMENT <br /> The proposed Comprehensive Plan Amendment consists of re-guiding property from OSP, Open <br /> Space Preservation to LI, Light Industrial. These designations can be found on Figure 5-2 in the <br /> 2030 New Brighton Comprehensive Plan. The existing OSP guide plan designation was likely <br /> applied to the property based on the proximity to Long Lake Regional Park and Rush Lake, and <br /> that it was more or less in public ownership and undeveloped. Figure 5-2 of the New Brighton <br /> Comprehensive Plan is the "Future Land Use" map and the guide plan designations refer to uses <br /> deemed acceptable, over the long term, for a given property. Generally, the guide plan <br /> designations correlate to the underlying zoning and/or land uses. The proposed Comprehensive <br /> Plan Amendment consists of re-guiding the property MPI purchased to LI, Light Industrial, <br /> which would be consistent with the proposed zoning of I — 1, Light Industrial. The proposed <br /> changes to Figure 5-2 are illustrated on the maps attached to this report and are consistent with <br /> the other industrial uses in the area. <br /> A Comprehensive Plan Amendment is handled very similarly to a rezoning request, in that <br /> published and mailed notice to property owners with 350' is required. In addition to that which <br /> is required under a rezoning, a comprehensive plan amendment must be submitted to adjacent <br /> municipalities and affected school districts and ultimately must be approved by the Metropolitan <br /> Council. Public hearing notices have been published in the September 5th edition of the Sun <br /> Focus and mailed to property owners within 350' on the same date. Staff will notify adjacent <br /> municipalities and affected school districts following Planning Commission and City Council <br /> review. Staff has discussed this request with New Brighton's Metropolitan Council Sector <br /> Representative, which has advised that this amendment is likely administrative in nature as it <br /> does not affect population forecasts or sewer capacity needs. Staff will continue to work with <br /> Metropolitan Council staff to ensure all appropriate steps have been taken regarding the <br /> Comprehensive Plan Amendment and the revising of Figure 5-2 of the Comprehensive Plan. <br /> Staff recommends amending Figure 5-2 of the New Brighton Comprehensive Plan, revising the <br /> guide plan designations of certain property identified by PID # 17173023420006 from OSP, <br /> Open Space Preservation to LI, Light Industrial. <br /> STAFF RECOMMENDATION <br /> Recommend the City Council adopt the Ordinance provided rezoning certain unzoned property <br /> from right-of-way to I — 1, Light Industrial and R— 1, Single Family Residential as depicted on <br /> the Proposed Zoning Map. <br /> Recommend the City Council adopt the Resolution provided approving the Comprehensive Plan <br /> Amendment and re-guiding property from OSP, Open Space Preservation to LI, Light Industrial <br /> as depicted on the Proposed Future Land Use Map. <br /> ( 4t4 (L & l W <br /> Janice Gundlach, Planning Coordinator <br />
