IbOf <br />NEW <br />BRKARON <br />the city that works for you <br />Council Worksession <br />October 7, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter <br />Guests in Attendance: Craig Rapp <br />Strategic Priorities <br />Lotter reviewed the City's strategic performance report, in addition to the Council's six priorities. <br />Craig Rapp reviewed the table of contents while summarizing the 19 outcomes with the Council. He provided <br />further comment on the format and design of the performant report. <br />Councilmember Jacobsen appreciated the summary from staff and believed the format of the report was easily <br />readable. <br />Councilmember Burg agreed noting the report was clear and easy to understand. <br />Mayor Jacobsen believed that few cities had a comprehensive assessment of their goals and priorities. It was <br />his opinion that this document would be valuable to keep the City moving forward, in the right direction. <br />Craig appreciated the feedback from the Council. Further discussion ensued regarding the performance <br />outcomes along with the City's strategic priorities. <br />Lotter reviewed the numerous issues the Council has addressed over the first three quarters of 2014. He <br />discussed how resident participation could become a priority for the Council in the coming year for the Town <br />Hall and neighborhood meetings. <br />Mayor Jacobsen provided comment on how the City would be impacted by the two bridge replacements <br />planned for 2015. He recommended information on these projects be placed on the City's website. <br />Craig discussed the City's financial outcomes and commended the Council for their efforts. He explained it <br />would be difficult for the City to measure its governance effectiveness. <br />Councilmember Bauman cautioned the Council from "banking" on LGA going into the future. She believed <br />this was a mistake. It was her opinion that the City had not achieved a smiley face in this area. <br />Discussion ensured regarding the City's bond rating and success rate in addressing business items. <br />Mayor Jacobsen appreciated the order that has been created through the Council's efforts. He was thankful for <br />the Council's diversity and differing opinions. <br />Lotter was pleased with the Council's ability to handle items within the business meetings in a timely manner <br />and on schedule. <br />Councilmember Burg acknowledged staff for getting information to the Council in a timely manner to allow <br />for the Council to review and better understand items prior to making final decision. <br />Mayor Jacobsen thanked the Council for being willing to put in extra time in worksession meetings as this was <br />assisting with the decision making process. <br />
