Public Safety Commission <br />July 21, 2014 <br />Attending: Commissioner Allen, Commissioner Boyd, Commissioner Donohue, <br />Commissioner Kerns, Commissioner Kocon, Commissioner Lamp, <br />Commissioner Schumann, Commissioner Woods, Director Jacobson, <br />Council Member Burg, Grant Wyffels (Director of Public Works), and <br />Mr. Dave Matteson (Allina Health) <br />Absent: Commissioner Eichers, Commissioner Hollimon, <br />Call to Order/Roll Call <br />Commissioner Allen called the July meeting to order at 6:30 pm and roll call was taken. <br />April Meeting Minutes <br />The April meeting minutes were reviewed. Commissioner Kerns made a motion to approve the <br />April meeting minutes; Commissioner Schumann seconded. Motion carried. <br />Public Hearing/Presentation <br />A. Crosswalk Study — Grant Wyffels, Director of Public Works <br />Mr. Grant Wyffels, Director of Public Works, presented a Citywide Crosswalk Safety Study <br />prepared by the Engineering Department. Mr. Wyffels walked through the report and noted <br />there were 12 different locations that were identified as potential safety concerns. Mr. Wyffels <br />felt this report is a good start to assist with identifying current safety concerns and assist when <br />new crosswalks are created. <br />Commissioner Allen asked if there were requests for new crosswalks. Mr. Wyffels stated <br />County Road E as currently there is no good way to cross as there are no crosswalks. This will <br />be looked at. <br />Mr. Wyffels noted the 9 items listed in the General Recommendations and Conclusions section <br />of the study. Mr. Wyffels noted the city Comprehensive Plan proposes the creation of trails and <br />sidewalks along major roadways when these roads are reconstructed. <br />Commissioner Lamp asked if the City has control over a county road. Mr. Wyffels noted the <br />City has a lot of input when county roads are reconstructed. He reported the City or the county <br />can initiate a road project and Ramsey County has been good to work with; if they have funds, <br />the projects will move forward. <br />Commissioner Donohue asked if Legacy Funds were available for these types of projects and if <br />there is any collaboration by City, county or the state. Director Jacobson stated Legacy Funds <br />are difficult to obtain and that Ms. Sandy Breuer, Director of Parks & Recreation, has tried to <br />obtain these funds in the past. Mr. Wyffels reported they choose 5 or 6 projects so competition is <br />fierce for these funds. Council Member Burg noted in 2014, there was 16.8 million in Legacy <br />Funds and Ramsey County is getting 1.2 million of that money. <br />
