Ms. Baker <br />explained there were a lot of generous volunteers in the community that worked to make her j ob easier. <br />Councilmember Sttub requested further information on the Ralph Reeder Food Shelf. Ms. Baker indicated <br />the food shelf was part of the Mounds View School District at the Pike Lake Kindergarten Center. She <br />reported that food was served Monday through Friday by appointment. Those in need of assistance or <br />interested in volunteering can reach the food shelf at 651- 621 -7451. <br />3. Presentation of <br />Lifesaving Awards Report <br />City Manager Lotter stated Public Safety Director Jacobson would be presenting this item to the Council. <br />14 -236. <br />Public Safety Director Jacobson stated on April 11, 2014 at 4:27 p.m. Officer B.J. DeBoer responded to <br />WellsFargo,1200 Silver Lake Road, on a report of a minor accident involving two vehicles to include one <br />driven by Mr. Loren Balfany. As Officer DeBoer was beginning his accident investigation, Mr. Balfany's <br />vehicle suddenly began moving toward Officer DeBoer's squad car striking it Mr. Balfany had gone <br />unconscious falling onto the passenger side front seat Officer DeBoer found that Mr. Balfany bad no pulse <br />and was not breathing. Officer DeBoer removed Mr. Balfany from the vehicle, called for assistance from <br />New Brighton and Allina Medical and began performing lifesaving procedures. This included CPR and use <br />of an automatic external defibrillator. Numerous other responders arrived to assist with lifesaving procedures <br />to include Officer Trevor Hamdorf, Officer Tom Nenson, Det Ed Sypniewski and Deputy Director Dan <br />Olson. Mr. Belfany continued to be treated on scene by Allina Medical staff including Paramedic Andy <br />Reinerson. Mr. Belfany regained a pulse and breathing and he was transported to Unity Hospital <br />accompanied by Officer Hamdorf where the chain of survival continued. Mr. Balfany has since recovered <br />and returned to his New Brighton home. It was noted that a successful response to a critical call depends <br />upon a chain of events that often include pre- arrival dispatcher instructions and accurate information for first <br />responders, swift emergency response, highly trained responders, and proper lifesaving equipment to include <br />automatic external defibrillators. The success of that response further depends upon a medical system <br />designed to provide timely and highly professional car via paramedics and hospital emergency staff. He <br />explained that the New Brighton Department of Public Safety recognizes Officer BJ DeBoer, Officer Trevor <br />Hamdorf, Officer Tom Nenson, Det. Ed Sypniewski, Deputy Director Dan Olson and Paramedic Andy <br />Reinerson with the New Brighton Department of Public Safety Life Saving Award. Awards were presented <br />by staff and a round of applause was offered by all in attendance. <br />Dr. Charlie Legg, Allina Medical, commended the New Brighton Public Safety members for their fast <br />response and proper treatment of Loren Balfany. He was proud of the resuscitation rates in Minnesota. <br />Dawn Pepper, daughter of Loren Belfany, thanked each of the officers who assisted in saving her father's life. <br />She explained that her father was very proud to be a resident of New Brighton. <br />Mayor Jacobsen read a card in full from Dawn Pepper thankmg the officers involved in saving her father's <br />life. <br />Consent Agenda <br />Consent Agenda <br />1.
