I <br /> Not Approved , <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—May 15,2012 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Steve Danger,Erin Nichols-Matkaiti, Mike Shardlow,Verne <br /> McPherson, Greg Meyers and Paul Banker <br /> Absent: None <br /> Also Present: Janice Gundlach-City Planner, Gina Bauman-Councilmember and Katie Bruno-Office Assistant. <br /> Agenda Review: There were no changes to the agenda. <br /> Minutes: Minutes from April 17 2012 were presented and approved;noting one change to the attendance. <br /> Council Action: Councilmember Bauman reported that council recently proclaimed the month of May as bike to <br /> work month and May 18th as bike to work day. Additionally the council approved a resolution amending the long <br /> term financing for capital. Councilmember Bauman reported that she did not vote for the resolution. The council <br /> will redirect the debt service funds from the Public Safety Center back to the general fund. Councilmember <br /> Bauman stated that combined with the recent debt redirection for the Community Center, she sees it equal to a <br /> 10.875%tax levy. <br /> The City participated in a Beyond the Yellow Ribbon welcome home event for a returning soldier. <br /> Commissioner Meyers asked Councilmember Bauman for an update regarding the New Brighton Exchange, and <br /> secondly a status on the effectiveness of Colliers. Councilmember Bauman reported that the council does not <br /> receive a lot of information regarding the progress. It was reported that APi will be starting a second building <br /> soon. The View has been accepting applications. Councilmember Bauman reported that the EDC is more <br /> involved with the project than the council. Councilmember Bauman stated that she has asked for an update, and <br /> that will be forthcoming in the next couple of weeks. <br /> Commissioner Meyers asked for the details regarding the option for The View having a second parcel. <br /> Councilmember Bauman reported that the developer has until January to act on the option. <br /> Public Hearing: <br /> (A) Rodney Griffen requests a special use permit to permit construction of a detached garage in excess <br /> of 624 SF at 818 7th AVE NW. <br /> City Planner Gundlach reported that a special use permit is being requested to allow construction of a 26' x 32' <br /> detached garage. An existing 12' x 20' detached garage would be removed and a 12' x 12' shed would be <br /> relocated, combined accessory structure SF would equal 976 SF, well within the 1,664 SF maximum for single <br /> family lots. <br /> No attached garage exists on the property. <br /> Planner Gundlach reviewed the requirements of the Special Use Permit,noting all criteria have been met. <br /> • Roof&exterior colors and materials must match/compliment home. <br /> • Landscaping can be required if screening is needed. <br /> • No commercial or home occupation activity is allowed. <br /> • The applicant's proposal will comply with these criteria. <br /> • Additionally,the SUP criteria of Zoning Code Section 8-130 must be examined. <br /> Planner Gundlach reported that 49 properties were notified of the public hearing, there were no inquires, and <br /> approval was recommended. Commissioner Danger asked if the additional concrete will meet requirements. <br /> 1 <br />
