NEED FOR USE <br /> American Student Transportation of Mounds View, Inc.has been granted the School <br /> Bus Pupil Transportation contact by the Mounds View School District#621 for <br /> 2012-2016. We are seeking a special use permit for the property located at 401 1st <br /> Street SW to locate our school bus terminal. This will be an ideal location for us <br /> because there is good access to arterial roads within an industrial area of similar <br /> uses. This will benefit the community by having a school bus terminal that is <br /> located within the district. <br /> SUMMARY OF INTENDED USE <br /> This site is ideal for us. The property is a former lumberyard. The area under the <br /> main building is approximately 120 feet wide and 370 feet long. The column <br /> spacing is 26. Coming from the North,we can pull our buses in to face South and get <br /> them under cover. This improves bus safety by keeping ice and snow off the buses <br /> as much as possible during the winter. The area under the shed is fire protected by <br /> a dry-type fire sprinkler system. On the Northwest corner of the main building, <br /> there is an office with doors on the North,West, and East sides. Our intention is that <br /> drivers come to work through the west entrance, enter the office through either the <br /> west or north doors, receive their work orders and then proceed to the buses <br /> through the east door. This improves safety and complies with DOT laws. All of our <br /> office staff undergoes impaired recognition training and having the drivers come <br /> through the office before going out to the buses is essential for that program to <br /> work. <br /> There is a small 6 bay shop with overhead drive in doors on the western edge of the <br /> property that we would use to perform maintenance to our buses. This was <br /> formerly used as a shop and has a flammable waste trap, fire-sprinkler system and a <br /> small shop office. <br /> FENCING AND GATES <br /> The entire site is gated and fenced for security of the buses at night. The fence is a <br /> cedar slat privacy fence. We intent to maintain that fence as-is and bring it to good <br /> repair should there be any problems. <br /> LANDSCAPING <br /> The existing landscaping appeared to be a well-suited layout at the time of planting. <br /> We intend to bring the lawn maintenance up to speed with regards to mowing, <br /> edging, and fertilizing. We will trim the shrubs and replace any overgrowth that <br /> don't do well after a proper trimming. <br /> GRADING AND DRAINAGE <br /> There should be no grading required for our use. There is blacktop available for all <br /> vehicles to park upon and it is in good repair. We will spray for weeds and repair <br /> any small cracks, but there is nothing major. The blacktop is curbed and guttered <br /> and drains into a holding pond on the Southeastern corner of the property. <br />
