Not Approved , <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—August 21,2012 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Paul Banker, Steve Danger,Erin Nichols-Matkaiti,Mike Shardlow, <br /> and Verne McPherson <br /> Absent: Greg Meyers, Council member Gina Bauman <br /> Also Present: Janice Gundlach-City Planner <br /> Agenda Review: There were no changes to the agenda. <br /> Minutes from July 17,2012: <br /> Motion by Commissioner Danger, seconded by Commissioner McPherson,to approve the July 17,2012 meeting <br /> minutes as presented. <br /> Approved 6-0. <br /> Council Action: There was no report this evening. <br /> Public Hearing: <br /> (A) The City of New Brighton is requesting amendments to the 2030 New Brighton Comprehensive's Plan, <br /> concerning transportation,bridge pedestrian/bike trail,and Surface Water Management Plan updates. <br /> City Planner Janice Gundlach reported the City was requesting consideration of minor amendments to the 2030 <br /> Comprehensive Plan. The primary reason for the amendment is the Metropolitan Council adopted revisions to their 2030 <br /> Transportation and Regional parks Policy Plans in late 2010. Per State Statute,the City is required to amend their <br /> Comprehensive Plan within nine months to ensure consistencies with regional policies. Additionally, City staff thought it <br /> would be appropriate to include other minor amendments,mostly related to trail crossings over bridges, since the City was <br /> undergoing the update process. Staff was very specific with the trail crossings that were added to the Comprehensive Plan <br /> to assure that MnDOT would consider these trails when four bridges within the City would be redone. Lastly,the City <br /> Council adopted a draft of an updated Surface Water Management Plan on April 24,2012. This plan is an appendix to the <br /> City's Comprehensive Plan. The update process will ensure that the newly revised Surface Water management Plan will <br /> be reflected in the updated 2030 New Brighton Comprehensive Plan. <br /> City Planner Gundlach explained the current 2030 New Brighton Comprehensive Plan was adopted by the City Council <br /> on November 24,2009. This adoption followed a public hearing with the Planning Commission, a 60-day adjacent <br /> communities and affected school district review period, and Metropolitan Council approval. A similar process will occur <br /> with the current amendment request. Ultimately, it is expected the City Council will adopt these proposed amendments in <br /> late August contingent on Metropolitan Council approval. City staff has been in contact with Metropolitan Council staff <br /> to ensure the proposed amendments will be satisfactory. It should be noted that the statutorily required nine-month period <br /> has passed. Metropolitan Council staff has advised City staff there is no official penalties by not meeting that deadline. <br /> In fact,most communities have not met the deadline. Nonetheless, it is important to prepare,review and adopt the <br /> proposed amendments to ensure local and regional plans remain consistent. <br /> City Planner Gundlach recommended the Planning Commission hold the public hearing and accept the proposed <br /> amendments to the 2030 New Brighton Comprehensive Plan related to transportation,trails, and surface water <br /> management, subject to the following: <br /> • The proposed amendments are related to adjacent communities and affected school districts for the mandatory 60 <br /> day review period, and <br /> 1 <br />
