East: Rice Creek, Long Lake Regional Park <br /> West: Single Family Homes, Church <br /> SPECIAL USE PERMIT ANALYSIS <br /> The special use permit request would allow construction of two new permanent signs at Irondale <br /> High School. Both signs relate to athletic activities and are located on the southeast side of the <br /> 36 acre campus, near the athletic field/track and on the east side of the existing auto shop <br /> building. The two proposed signs are as follows: <br /> 1) Replacement and relocation of the athletic field scoreboard: The existing scoreboard is <br /> located on the east façade of the auto shop building on the west side of the athletic field. <br /> The existing scoreboard measures approximately 6' x 24' or 144 SF. The proposal is to <br /> move the scoreboard to freestanding poles on the east end of the athletic field. The <br /> proposed scoreboard will be nearly double in size at 13.5' x 24' or 304 SF. The proposed <br /> height of the sign will be 23.5'. <br /> 2) The existing "Irondale Knights" sign on the east façade of the auto shop building will be <br /> removed. In its place is a proposed "Home of the Knights" sign. The existing sign is <br /> approximately 5' x 16' or 80 SF and is not lit. The proposed sign will measure 8' x 26' <br /> or 208 SF and be backlighted. <br /> Section 4-030 (1) of the Zoning Code states that schools are specially permitted uses and that"no <br /> structure shall be nearer than 30' to any R-1 or R-2 lot line." The applicant has submitted a site <br /> plan/survey which indicates nearly 200' to the nearest property boundaries, which abuts property <br /> zoning R-1 and R-2. Thus, the 30' setback for both signs is met <br /> Additionally, the general health, safety and welfare standards of Zoning Code Section 8-130 <br /> must be met. Staff has provided the below analysis (staff responses in italics): <br /> 1) That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br /> The proposed signs will only be in use during athletic events, where lots of activity is <br /> already going on at the property. Staff finds the construction of the two signs will not <br /> cause any additional negative impacts to the neighborhood. Additionally, the location of <br /> the signs is such that the majority of the general public and those using public roadways <br /> will not be impacted. <br /> 2) That the special use will not be injurious to the use and enjoyment of other property in <br /> the immediate vicinity for the purposes already permitted, nor substantially diminish and <br /> impair property values within the neighborhood. <br /> The proposed signs already exist in another form. While they are being increased in size, <br /> their location is such that they should not impact, diminish, or impair property values or <br /> enjoyment of property in the immediate vicinity. <br /> 3) That the establishment of the special use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the <br /> district. <br /> Not applicable, the surrounding area is fully developed. <br /> 4) That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />
