Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—June 21, 2011 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners, James Alvey, Steve Danger, Verne McPherson, <br /> Michael Shardlow, Greg Meyers and Erin Nichols-Matkaiti <br /> Absent: None <br /> Also Present: Janice Gundlach-City Planner, Councilmember Gina Bauman and Katie Bruno-Office <br /> Assistant. <br /> Agenda Review: The agenda was presented and approved. <br /> Chairperson Howard noted that Janice Gundlach would like to discus possible additional worksessions at <br /> the end of the meeting. <br /> Minutes: Minutes from May 17, 2011 were presented and approved. <br /> Council Action: Councilmember Bauman reported at the last Council meeting, the Council directed <br /> PREC to look into the City's policy related to Park Shelters. Councilmember Bauman reminded the <br /> commissioners of the upcoming groundbreaking for the View Apartments, Tuesday June 28th at 5:30 pm. <br /> Public Hearing: <br /> (A) Mounds View Public Schools requests a Special Use Permit to allow conversion of an existing <br /> asphalt playground surface in the rear yard off 13th ST NW into a parking lot at the Pike Lake <br /> Education Center located at 2101 14th ST NW. <br /> City Planner Gundlach reported City Staff and School District 621 are continuing to work through some <br /> items. The suggestion was made to table the item until the July 19th meeting. City Planner Gundlach <br /> suggested residents wishing to speak to the item, either provide testimony at the meeting, or return for <br /> July 19th meeting. <br /> Paul Zisla, 1946 13th St NW stated he has serious objections to this request, and has notified the School <br /> District as well. Mr. Zisla's concerns include how the proposed parking lot will function at the site, <br /> secondly Mr. Zisla requested the commission look at the compatible uses near the site. <br /> Keith McConnell, 1896 13th St NW questioned if there are plans to have an Alternative High School in <br /> the Pike Lake Education Center. City Planner Gundlach stated it is the intention of the School District to <br /> move their Area Learning Center to the Pike Lake Education Center, and more information would be <br /> available at the July 19th meeting. Mr. McConnell also expressed concern with increased traffic. <br /> Michelle Schicker, 1254 North Ct. stated she feels the community has been blind sided by this request, as <br /> there was not much notification of the ALC moving into Pike Lake Education Center. Ms. Schicker also <br /> commented that there are still children utilizing the black-top area recreationally. <br /> Carol Jacobs, 2129 13th St NW stated she along with many of the neighbors are in agreement that they <br /> are not in favor of the proposed parking lot expansion. <br /> Mike Martin, 1301 Pike Lake Dr. expressed concern with the ALC relocating to Pike Lake Education <br /> Center. Mr. Martin reported his children play at the park, and he coaches youth football at the park. Mr. <br /> Martin expressed concern with increased traffic, as well as the students who will be enrolled at the <br /> school. Concerns include being in a residential neighborhood, as well as being in a community building. <br /> 1 <br />
