Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—July 19, 2011 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners, Steve Danger, Verne McPherson, <br /> Michael Shardlow, Greg Meyers and Erin Nichols-Matkaiti <br /> Absent: James Alvey <br /> Also Present: Janice Gundlach-City Planner, Council member Gina Bauman <br /> Agenda Review: <br /> Chairperson Howard noted that items number 6C and 7A are to be removed from the agenda at the <br /> applicant's request. City Planner Gundlach explained the applicant has requested the item be removed <br /> from the agenda, in order to allow more time to evaluate their interest in the site. The item will likely be <br /> on the August 16th Planning Commission agenda, unless the request is withdrawn. <br /> Minutes: Minutes from June 21, 2011 were presented and approved. <br /> Council Action: Councilmember Bauman reported at the last Council worksession, the Council decided <br /> not to adopt a resolution in support of, or opposition to a Vikings Stadium. <br /> Public Hearing: <br /> (A) Al Westfall on behalf of Grace Point Church requests a Special Use Permit to allow construction <br /> of a 12' fence when only 6' is normally allowed at 2351 Rice Creek Road. <br /> City Planner Gundlach reported the applicant is requesting a special use permit to allow construction of a 12' fence <br /> where the Zoning Code normally only allows a six foot fence. Section 4-540 (3) (F) allows "fences for special <br /> purposes and fences differing in construction, height, length, or location from the requirement of this section" <br /> through the issuance of a Special Use Permit. The applicant has stated a need for a taller fence due to their <br /> proximity to Brightwood Hills Golf Course. The applicant has stated that errant golf balls have hit and damaged <br /> vehicles parking in their church lot. The proposed 12' tall fence would begin roughly 30 feet west of the southeast <br /> corner of the present paved parking lot and run west for not more than 150 feet. <br /> Commissioner Nichols-Matkaiti asked if the netting that is currently in place will remain. City Planner Gundlach <br /> stated the temporary netting will be removed following construction of the fence. <br /> Larry Justin, 1225 Imperial Lane stated he is agreement with the request. Karen Schwalbe, 2168 Rice Creek Rd <br /> asked if the fence will be seen from Rice Creek Rd. City Planner Gundlach stated it would run along the rear yard, <br /> adjacent to Brightwood Hills Golf Course. <br /> Commissioner Danger asked the applicant if sports netting was considered. Al Westfall,representing Grace Point <br /> Church stated that the church was looking for a more permanent solution. <br /> Motion by Commissioner McPherson, seconded by Commissioner Nichols-Matkaiti to close the Public <br /> Hearing. <br /> Approved 6-0 <br /> The Public Hearing was closed at 7:13. <br /> 1 <br />
