1 <br /> Not Approved , <br /> Chairperson Howard shared his thoughts on the approach the commission could take. Because the change <br /> would be on the entire zoning code, Howard suggested taking more time for consideration, directing staff <br /> to research possibility of changing the code in different zoning districts. <br /> Ms. Gundlach recommended the Planning Commission take time to write the ordinance with a more <br /> thoughtful approach. <br /> Chairperson Howard stated that he would not be able to support the request tonight, and would like to see <br /> other community's policies, as well as long term maintenance issues with manual reader board signs. <br /> City Planner Gundlach reported the City has 60 days, and can take an additional 60 days,provided the <br /> applicant is notified. Following direction from the commission Ms Gundlach will then work with the <br /> City Attorney. Ms. Gundlach reported the following communities all allow manual reader board signs: <br /> St Anthony, Shoreview &Roseville, all but St Anthony limit size. <br /> Commissioner Alvey stated that he is uncomfortable with changing code, and would like to take time to <br /> research. Commissioners Meyers agrees the commission should take time to review the code. <br /> Commissioner Nichols-Matkaiti agrees, and stated she does not like the aesthetics of reader board signs, <br /> and the applicant makes a valid point regarding the price difference. Commissioner Nichols-Matkaiti also <br /> would like the other commissioners to have an opportunity to review the request. <br /> Chairperson Howard suggested continuing the Public Hearing until the October meeting, and direct staff <br /> to consider the following: <br /> • Do we regulate the size? <br /> • Do we regulate height? <br /> • Address issues with illegal signs. <br /> • Do we apply city wide, or specific to certain zones? <br /> Motion by Commissioner Alvey, seconded by Commissioner Meyers to continue the Pubic Hearing until <br /> the October 18th meeting. <br /> 4-0, Motion carried <br /> Commission Business: <br /> (A) Peter Murlowski requests a Site Plan approval for 1901 Sioux Boulevard to allow a 3rd driveway <br /> curb cut/approach per Zoning Code Section 11-020(8)(G)when normally only 2 are allowed <br /> City Planner Gundlach reported that the applicant is the property owner at 1901 Sioux Boulevard and <br /> wishes to install a horseshoe driveway in the front and side yard. Specifically, the request is to allow a <br /> 3rd driveway approach. Chapter 11 of the Zoning Code allows no more than 2 driveway curb <br /> cuts/approaches per property under common ownership. A Site Plan is required to allow the 3rd approach, <br /> and must be considered by the Planning Commission and City Council. These types of requests are very <br /> rare as most properties have no more than 2 driveway approaches. <br /> City Planner Gundlach stated to staff's knowledge, a Site Plan for a 3rd driveway has never been <br /> requested, site Plans are primarily reserved for commercial and industrial property, not single family <br /> residential. Because of this, staff consulted with the City Attorney to ensure the Site Plan process was <br /> the appropriate avenue to allow the 3rd driveway approach, to which he agreed. This is not a public <br /> hearing, nor have the neighbors been notified of the request. <br /> 3 <br />
