development and uses the City anticipated would be developed within New Brighton <br /> Exchange. What staff has learned is the development that was ultimately achieved varies <br /> slightly from the original visions and goals that were the framework for the district. To <br /> be more specific, the market, and probably New Brighton's geographic location, <br /> demanded and continues to demand development that isn't consistent with the building <br /> placement standards of the NWQ district (placing the building along the street frontage) <br /> and accommodation of mixed use (commercial & residential in the same building). <br /> Because of these reasons, staff felt the time was appropriate to re-write the ordinance to <br /> reflect the development patterns that have occurred and are continuing to occur. Beyond <br /> the building placement and mixed use issues, the re-write does not deviate from the <br /> overall vision and goal to create a pedestrian friendly City Center where one can live, <br /> work and play. Most importantly, the ordinance still achieves a major goal that is to <br /> drive what uses can go where. Lastly, staff feels it is now appropriate to re-name the <br /> district to NBE,New Brighton Exchange. <br /> Staff has completed a draft of the re-write and the City Attorney is reviewing it. Staff <br /> would like to present this to the Commission for review and approval in April. Because <br /> the specific land use applications APi and CSI will be instructed to submit are affected by <br /> this zoning district re-write, staff felt it was appropriate to advise the Commission of this <br /> project and seek feedback in advance of the April meeting. <br /> Conclusion <br /> There are many upcoming projects that will result in a very busy April and May. Staff <br /> knows the Commission has the background and expertise to properly advise the City <br /> Council and is prepared for the work load. To the extent City staff can answer questions <br /> and/or provide resources to aid in better decision making, please let me know in advance <br /> of our meetings. Staff looks forward to a good discussion. <br />
