E. Notice requirements <br /> Minn.Stat§13D.04 Public notice must be given of all meetings of a public body.The notice <br /> requirements differ depending upon the type of the meeting. <br /> Minn.Slat§13D.04,subd.7 However,if a person receives actual notice of a meeting at least 24 hours <br /> before the meeting,all notice requirements under the Open Meeting Law are <br /> satisfied,regardless of the method of receipt. <br /> Minn.Stat.§412.191,subd.2 It should also be noted that statutory cities have some additional mailed notice <br /> requirements for their councilmembers regarding special meetings.There may <br /> be additional notice requirements for home rule charter cities to consider. <br /> These cities should consult their charters for such requirements. <br /> 1. Regular meetings <br /> Minn.Stat.§13D.04,subd.1 A schedule of the regular meetings must be kept on file in the city office. If <br /> the city decides to hold a regular meeting at a different time or place,it must <br /> give the same notice as that for a special meeting. <br /> Minn.Stat§§13D.04;412.191, Cities must keep a schedule of the regular meetings of the council on file at the <br /> snbd.2 primary office of the council.This requirement can be complied with by <br /> posting the regular meeting schedule in a convenient public location.Any <br /> meeting held at a time or place different from that specified in the regular <br /> schedule must be treated as a special meeting. <br /> 2. Special meetings <br /> Minn.Stat.§13D.04,subd.1 A'special meeting'is a meeting that is held at a time or location that is <br /> different than that of the regular meeting. <br /> Minn.Stat.§13D.04,subd.2 A city must post written notice of a special meeting on its principal bulletin <br /> board or on the door of its meeting room if it doesn't have a bulletin board. <br /> The notice must give the date,time,place,and purpose of the meeting. It must <br /> also be mailed to each individual who has filed a written request for notice of <br /> special meetings.As an alternative to posting the notice,the city can publish <br /> notice in the official newspaper at least three days before the meeting. <br /> Minn.Stat§412.191,subd.2 In statutory cities,the clerk must mail notice to all councilmembers at least <br /> one day before the meeting. <br /> Rupp v.Mayasich,533 N.W.2d In order for the posting of meeting notice on the principal bulletin board to <br /> 893 Minn.App.1995) satisfy the open meeting law,the bulletin board must be located in a place that <br /> is reasonably accessible to the public. <br /> Meetings of City Councils 19 <br />
