A special use permit shall be considered provided it is <br /> determined that the location and size of the use and type of operation involved therein shall not <br /> be injurious to the public health, safety, convenience, or general welfare and, shall not injure or <br /> adversely affect the adjacent area or property values. The Planning Commission, in making a <br /> recommendation, and the City Council, in acting upon the special use permit, shall consider the <br /> following factors: <br /> A. The application for special use permit shall be processed according to Chapter 8 of <br /> the Zoning Code. <br /> The applicant submitted for a Special Use Permit as required by Chapter 8 (see <br /> compliance with the standards of Section 8-130 below). <br /> B.
