Zoning: I—2, Heavy Industrial <br /> Surrounding Land Uses: <br /> North: railroad, industrial uses <br /> South: industrial uses <br /> East: I-35 W <br /> West: industrial uses <br /> SPECIAL USE PERMIT ANALYSIS <br /> T-Mobile Central LLC is proposing to mount three additional antennas, increasing from nine <br /> existing to 12, on top of the existing telecommunications tower located at 348/350 1st Street SW. <br /> The antennas will be mounted on the top of the tower, with one additional antenna placed in each <br /> of the three sectors (currently three antennas are mounted per sector). No substantive change to <br /> the ground equipment or lease space, which is located at the northwest corner of the over six acre <br /> private property, is proposed. <br /> There are various Zoning Code sections applying to telecommunications equipment. The <br /> following is an analysis of whether this request complies with those various Zoning Code <br /> standards (staff responses in italics): <br /> Section 4-600 (2) provides that the following regulations are met prior to issuance of any <br /> building permits for towers and/or antenna. <br /> A. All towers and antennae shall have setbacks equal to or greater than the height of the <br /> proposed structure, unless otherwise reduced by action of the City Council in accordance <br /> with Zoning Code Section 4-600 (4) (D). <br /> The existing monopole/tower is nearly 100' tall. The antennas are being placed at the <br /> top, mounted with the existing nine antennas. Being the tower structure the antennas are <br /> being mounted to is existing, this standard does not apply. <br /> B. The distance of any guy anchorage or similar device shall be at least ten feet from any <br /> property line. <br /> This condition does not apply as there are no guy anchorages or similar devices needed <br /> for these antennas and because the monopole tower design is existing. <br /> C. Suitable protective anti-climb fencing and a landscape planting screen shall be <br /> provided and maintained around the structure and accessory attachments. <br /> Fencing currently exists for the tower and no additional fencing will be required. No <br /> visible changes are proposed at grade. <br /> D. The applicant shall present documentation of the possession of any required license by <br /> any Federal, State, or local agency. <br /> This documentation will be provided at the time of building permit submittal and verified <br /> by the Building Official prior to issuance of any permits. <br /> E. No structure shall be in excess of a height equal to the distance from the base of the <br />
