Towwof
-(
PRKATKIN
the city that works for you
Report Number
Agenda Section
Council Meeting Date
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Renewal of the Ramsey County GIS Joint Powers Agreement
14 -262
VI -3
October 28, 2014
DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director
CITY MANAGER'S APPROVAL: J
No comments to supplement this report <Z Jy Comments attached
Recommendation:
Approval of the Joint Powers Agreement between the City of New Brighton and the Ramsey County GIS
User Group effective from January 1, 2015 through December 31, 2017.
Legislative History:
None
Financial Impact:
User Group membership dues are based on population and are required on an annual basis. The 2014
membership dues were $2,160.62. It is anticipated that the 2015, 2016 and 2017 dues will remain the
same as the 2014 dues of $2,160.62
Explanation:
In the mid -1990s the City of New Brighton became a member of the Ramsey County Geographic
Information Systems (GIS) Users Group and entered into a JPA with the User Group. Every three years
this JPA needs to be renewed which outlines the structure of the User Group and identifies the GIS data
the County will share with the User Group members. The membership dues help pay for data collection
and data creation. The data includes, parcel lines, addresses, buildings, water, roads, bridges, ownership,
property value, taxes and aerial photos just to name a few. These datasets are used to create maps and
data used as decision support tools for City staff and policy makers. Without this agreement, the City
would need to create or purchase each one of these data sets which would be a very costly and time
consuming task.
Mark Andrle
GIS Specialist
H: \GIS JPA (2015 -2017) Council Report.doex
