These changes will allow greater flexibility in the budget and create efficiencies at the <br />management level of the City. The following is a description of the newly created positions <br />within the Department of Community Assets and Development. <br />Director of the Department of Community Assets and Development <br />The creation of a Department of Community Assets and Development would merge the Public <br />Works, Engineering, and Community Development services into one department. The Director <br />of this department would be responsible for the efficient delivery of services for each area, <br />specifically focusing on high level leadership of the streets, water, facilities maintenance, <br />planning, economic development, building and code inspection, and geographic information <br />systems services. This position would supervise, support, and direct the Deputy Director position <br />on development, redevelopment, and the administration of zoning, planning, land use, building <br />and code inspections. <br />Assistant Director of Community Assets and Development /Director of Planning <br />This position, with direction from the Director, will supervise, represent, administer and enforce <br />all land use, planning and zoning, housing, nuisance code and related activities for the City. The <br />goal for the position will be to ensure land use, development, and enforcement actions are in <br />conformance with the Comprehensive Plan, City Code, and other controlling policies. The <br />position will also prepare, update and implement assigned development and redevelopment plans <br />and strategies for the City with direction from the Director of the department. The Assistant <br />Director will supervise the building and code inspectors and other positions in the department <br />based on the attached organization chart. <br />GIS Engineering Specialist Position <br />The GIS Engineering Specialist will manage and coordinate all current GIS Specialist duties and <br />be trained and work on engineering tasks. These tasks would include plan designs around Public <br />Works, engineering, and redevelopment projects and would encompass some of the work <br />currently done by the Senior Engineering Supervisor. <br />Downgrade the Senior Engineering Supervisor Position <br />The Senior Engineering Supervisor position would be downgraded and likely filled by a recent <br />graduate in engineering. This would be an entry level position into the engineering field and <br />likely be a Civil Engineer II position, a previous position in Engineering.. <br />Cost Comparison <br />The reorganization will reduce the 2015 proposed budget by nearly $167,213.00. These savings <br />are primarily reflected because of the elimination of a Director level position and the <br />downgrading of the Senior Engineering Supervisor. A cost comparison of the current position <br />costs in the original 2015 budget and the new positions and costs in the amended 2015 budget <br />has been attached to this report. These east savings for the 2015 budget could be higher <br />
