In order to achieve the above stated goals several things need to happen. The necessary <br />steps are as follows; <br />I . Reposition the Public Works and Community Development staff. <br />2. Create a Director of Community Assets and Development. <br />3. Create an Assistant Director of Community Assets and Development. <br />4. Eliminate the position of Public Works Director. <br />5. Eliminate the position of Community Development Director. <br />6. Reorganize the GIS Analyst position with an emphasis on engineering and <br />planning. <br />7. Downgrade the Senior Engineering Supervisor position. <br />These changes will allow greater flexibility in the budget and create efficiencies at the <br />management level of the City. The following is a description of the newly created <br />positions within the Department of Community Assets and Development. <br />Director of the Department of Community Assets and Development <br />The creation of a Department of Community Assets and Development would merge the <br />Public Works, Engineering, and Community Development services into one department. <br />The Director of this department would be responsible for the efficient delivery of services <br />for each area, specifically focusing on high level leadership of the streets, water, facilities <br />maintenance, planning, economic development, building and code inspection, and <br />geographic information systems services. This position would supervise, support, and <br />direct the Deputy Director position on development, redevelopment, and the <br />administration of zoning, planning, land use, building and code inspections. <br />Assistant Director of Community Assets and Development/Director of Plaiznijig <br />This position, with direction from the Director, will supervise, represent, administer and <br />enforce all land use, planning and zoning, housing, nuisance code and related activities <br />for the City. The goal for the position will be to ensure land use, development, and <br />enforcement actions are in conformance with the Comprehensive Plan, City Code, and <br />other controlling policies. The position will also prepare, update and implement assigned <br />development and redevelopment plans and strategies for the City with direction from the <br />Director of the department. The Assistant Director will supervise the building and code <br />inspectors and other positions in the department based on the attached organization chart. <br />GIS Engineering Specialist Position <br />The GIS Engineering Specialist will manage and coordinate all current GIS Specialist <br />duties and be trained and work on engineering tasks. These tasks would include plan <br />designs around Public Works, engineering, and redevelopment projects and would <br />encompass some of the work currently done by the Senior Engineering Supervisor. <br />Downgrade the Senior Engineering Supervisor Position <br />K <br />
