Report No. 14-274. <br /> <br />Councilmember Bauman did not support the locker room renovation and therefore could not <br />support this partial payment. She did not believe that the City would receive a return on their <br />investment for this project. <br /> <br />Motion by Councilmember Burg, seconded by Councilmember Strub to approve Partial Payment 1 <br />for Project 13-11, NBCC Locker Room/Restroom Renovation Project. <br /> <br />4 Ayes, 1 Nay (Bauman) - Motion Carried <br /> <br />1. Consideration of Cable Television Franchise Ordinance Amendment. Report No. <br />14-280. <br /> <br />City Manager Lotter indicated the North Suburban Communications Commission (NSCC) managed the <br />City’s cable television franchise on behalf of the City. He explained that on October 10, 2014, the NSCC <br />reached an agreement with Comcast on a resolution settling multiple cable franchising issues. He reviewed <br />the highlights of the agreement in detail with the Council and recommended approval of the cable franchise <br />ordinance amendment. <br />Councilmember Bauman was proud of the efforts of the Cable Commission and noted the proposed <br />extension would run through December 31, 2016. She indicated the MOU would provide approximately $3 <br />million in funding to NSCC over the next two years. She reported that seven of the ten cities have agreed to <br />the franchise amendment. <br />Councilmember Burg requested further information on the $49,000 refund from Comcast. Cor Wilson, <br />NSCC, explained that Comcast would be refunding its cable subscribers $49,000 based on a settlement, <br />which would amount to roughly one dollar per subscriber. <br /> <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to adopt the Cable <br />Franchise Ordinance Amendment. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2.
