October 1, 2014 Parks, Recreation and Environmental Commission Page 2 <br /> <br />Traffic will be like a figure 8 and then cross over. It has to do with left hand <br />turn movements. Sixteen foot trail through the center of the bridge. The trail <br />then goes to the north side of the bridge and connects with the trail put in a <br />few years ago along Old Hwy 8. Lighting is considered for most of the <br />bridges. They will all have the same aesthetic look which gives the <br />community an identity. There will be safety features in place for this bridge for <br />both pedestrian and vehicle traffic. There will be some New Brighton identity <br />piece added with this project that has yet to be determined. <br />c. New Brighton Exchange Update <br />i. CSI – to complete Phase 1 and occupy 125,000 square foot building. <br />ii. Pulte Homes – Most are single family homes, along Old Hwy 8 is <br />townhome component. This year’s phase is where the first north/south <br />street is. There will be 22 single family homes. Model may be ready in <br />November. They are hoping to have two fully loaded townhomes for <br />the parade of homes next spring. They are bringing in a lot of dirt from <br />their site in Plymouth. <br />iii. APi – the new building will be close to Old Hwy 8. Part of sidewalk will <br />be shut down because of that. <br />d. Citywide Crosswalk Study <br />i. Review findings <br />1. Council authorized crosswalk at 16th Ave. It is a Ramsey <br />County Road. <br />2. Council authorized staff to work with Ramsey County on a <br />crosswalk north of Mississippi and south of County Road H. <br />3. Staff is recommending 42 improvements at various crosswalks <br />throughout the City. Restriping, trimming trees, general <br />maintenance. <br />4. Consider sidewalks and trails along major roadways as <br />mentioned in the Comprehensive Plan. <br />5. Consider narrowing Old Hwy 8 from 4 lanes to 3 lanes by <br />Dairy Queen up to County Road D. <br />6. Along 10th Street NW do trail work now. <br />7. County Road E2 - currently no sidewalk or trail. Propose in <br />2016 that a sidewalk and trail section be added along County <br />Road E2. <br />8. Create a plan for implementation of sidewalks and trails that <br />are listed in the Comprehensive Plan. Put a timeline to these, <br />with cost estimates. Would like to elevate this to discussion <br />with the Council. <br />e. City Project 2015-3, 2015 Pavement Management Program <br />i. Vet’s Park ADA – Worked with Parks staff to put a railing on the <br />existing gazebo ramp making it ADA accessible. <br />ii. Totem Park Path – Circular path to playground and basketball court <br />and goes around the park. <br />f. 2015-2030 Street Reconstruction, City Project 16-1 <br />i. County Road E2 Bridge – Focus in 2015 <br />g. Path Signage (share the path) – A biker called with a complaint that there is <br />no signage for the path to let bikers know they can ride on the dual use <br />pedestrian/bike path. City staff made a sign that says “dual use”, but decided <br />“shared use” or “multi-use” may be better. Chair Frischman commented that <br />she would like to find verbiage that we can use throughout the City; not just in <br />areas that are questionable whether it is for pedestrian or bicycles. <br />Comments were: *Like the wording. *Any of the words are a huge <br />improvement over nothing. *Would like words like “Begin” shared path, or
