He reported a bridge aesthetic study has <br />been completed as four bridges along 35W were slated for replacement in 2015-2016. He reviewed a <br />proposed cross section of the 10th Street Bridge, along with surrounding improvements in further detail with <br />the Council. He provided comment on landscaping and trail improvements and discussed how the project <br />would be funded. <br />Community Assets and Development Director Schlichting reported an informational meeting was held on <br />October 22, 2014 with residents to be affected by the proposed project. At the November 12, 2014 Council <br />meeting, the Council accepted the Feasibility Study for Project 15-1 and set the Public Improvement Hearing <br />for December 9, 2014. He explained that notices of the Public Improvement Hearing were mailed to property <br />owners to be impacted by the proposed street reconstruction project, and were published in the local <br />newspaper. He reviewed the improvements planned to the drainage and water system and the project timeline <br />in detail. Staff recommended the Council hold the public hearing and adopt a Resolution ordering Project 15- <br />1. <br /> <br />Motion by Councilmember Bauman, seconded by Councilmember Burg to open the <br />Public Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 7:02 p.m. <br /> <br />Mayor Jacobsen asked for additional comments. <br /> <br />Tim O’Leason, 239 10th Street, expressed concern with the retaining wall in front of his house <br />and questioned if the City would be able to replace it in the same manner. Community Assets and <br />Development Director Schlichting explained that the retaining wall in front of Mr. O’Leason’s home would <br />not be impacted. <br /> <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to close the <br />Public Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was closed at 7:34 p.m. <br /> <br />Councilmember Burg thanked staff for the thorough report. She asked if the Mounds View <br />High School students parking on 10th Street was permitted.
