Request Council to Establish the Date of December 13,2005 for a Public <br />Hearing Regarding the expansion and Establishment of tax increment <br />fmancing districts in the Northwest Quadrant. Report No, 05-223. <br /> <br />Assistant Director of Conununity Development, ,David Black reconunended setting <br />the date for a Public Hearing in order to give residents an opportunity to have any <br />questions addressed. <br /> <br />Council member Doffing requested the location of the area included in this tax <br />increment district, <br /> <br />David Black explained that TIF district #31 covers the southern portion of the west <br />side of Old Highway 8, <br />TIF district #32 covers the entire east side of Old Highway 8, about 100 acres <br />altogether, <br /> <br />tuncil Member Burg questioned when properties would be available for <br />cupancy, Mr, Black responded it is anticipated availability about 2007. <br /> <br />Council Member Doffing questioned if another update on the agreement would be <br />presented to the Council between David Bernard Homes and Sherman and <br />Associates, <br />Mr. Black confinned, <br /> <br />Council Member Burg questioned the extent of contamination on the Midwest <br />Asphalt site, <br /> <br />Mr, Black explained there has been extensive environmental testing and that the <br />City has a good understanding of the environmental issues. The Minnesota <br />Pollution Control agency has received and approved a plan submitted by the City <br />relating to the remediation of the environmental issues, <br /> <br />Council Member Burg inquired about what actions will need to be taken if the <br />remediation costs are in excess of estimates. <br /> <br />The City Manager, and Mayor stated in the event of elevated costs, they could seek <br />.tate and federal assistance and determine appropriate steps. <br /> <br />~otion by Council Member Moore-Sykes, seconded by Council Member Hoffman to <br />Waive the reading and approve the attached resolution setting December 13,2005 <br />for a Public Hearing Regarding the expansion and Establishment of tax increment <br />financing districts in the Northwest Quadrant. <br /> <br /> <br />ouncH Business <br />1, Request Conncil <br />to Establish the Date of <br />December 13, 2005 for a <br />Public Hearing Reganling <br />the expansion and <br />Establishment of tax <br />increment financing <br />districts in the Northwest <br />Quadrant. <br />Report No. 05-223. <br />
