Such special use shall be <br />considered in accordance with Section 8-130 and the following standards (staff responses in <br />italics): <br />A. The drive-thru facility does not negatively impact traffic on public rights-of-way. <br /> <br />This criterion is met. The proposed drive-thru lane is delineated on-site in a manner that will <br />not impact traffic on Silver Lake Road. <br /> <br />B. A stacking lane shall be provided with a minimum of four spaces per lane in addition to the <br />number of required parking spaces. <br /> <br />This criterion is met. The stacking lane is approximately 60’ in length; including the area in <br />front of the two parking stalls that will be designated as employee only parking (the most <br />easterly stall will likely be lost). This length is adequate to provide for 4 vehicles, assuming the <br />average vehicle length is 15’. Additionally, the site contains approximately 54 parking stalls. <br />Based on a parking ratio of 1 stall / 200 SF of commercial space, approximately 37 parking <br />stalls would be required on-site. Thus, if more than 4 vehicles are stacked in the stacking lane <br />and one parking stall is lost to accommodate the lane, any other blocked parking should not <br />negatively impact parking stall availability on-site for users of other tenant spaces. <br />
