C. The stacking lane shall be a minimum of twelve feet wide. <br /> <br />This criterion is met, subject to conditions. The applicant has delineated a 12’ stacking lane. To <br />accommodate this, the sidewalk on the east end of the building will be removed. Also, the <br />parking abutting the eastern, north-south property line will be re-painted as angled parking <br />providing for an 18’ drive-aisle width, which is required under Chapter 11 of the Zoning Code. <br /> <br />D. The vehicle stacking lane shall not extend beyond the street right-of-way line. <br /> <br />This criterion is met. The vehicle stacking lane terminates approximately 200’ from the right-of- <br />way line. <br /> <br />E. The vehicle stacking lane shall be delineated so that vehicles waiting in line will not <br />unreasonably interfere with the primary driving, entrance, exit, and parking facilities on site. <br />Employee-only designated parking may be considered in an effort to comply with this <br />condition. <br /> <br />This criterion is met. In order to accommodate the required four vehicle stacking lane, the <br />applicant proposes to designate two parking stalls as employee only parking. In the event more <br />than four vehicles are stacked in the stacking lane, it is possible primary parking stalls on-site <br />could be blocked. However, staff doesn’t find this potential conflict to be unreasonable given the <br />primary business hours for the drive-thru will be opposite all the other tenants’ primary business <br />hours. <br /> <br />F. Any pedestrian walkway that is adjacent to or crosses the stacking lane must be marked and <br />clearly indicated with signage or painted crosswalk. <br /> <br />This criterion is not applicable. No existing or proposed crosswalks are located in the area of <br />the stacking lane. <br /> <br />G. The drive-thru use may be limited so as not to unreasonably interfere with adjacent and <br />nearby uses. Limits of use may include, but is not limited to, prohibition of certain uses that <br />may be inappropriate due to their demand on parking and stacking needs, such as fast food <br />establishments. <br /> <br />This criterion is met. The applicant is not proposing, and conditionally would not be allowed, to <br />sell anything from the drive-thru window other than coffee and pre-made pastries and the like. <br />No food requiring preparation will be permitted to be sold from the drive-thru window as that <br />process could unreasonable interfere with the primary parking and circulation functions on the <br />site. <br /> <br />H. The following hours of operation shall be imposed: <br />1. For properties abutting R-1, R-1A and R-2: Sunday – Thursday 7:00 AM – 9:00 PM and <br />Friday – Saturday 7:00 AM – 10:00 PM. <br />2. For properties abutting all other zoning districts: Sunday – Thursday 6:00 AM – 11:00 <br />PM and Friday – Saturday 6:00 AM – 12:00 PM. <br />The City Council may impose different hours of operation based upon specific characteristics <br />of adjacent and nearby uses. <br />
