ECONOMIC DEVELOPMENT COMMISSION <br />Supplemental Notes to February 18, 2015 Agenda <br /> <br /> <br />Cardiovascular Systems, Inc. <br />Interior finishes are on-going. Ryan Companies has indicated they intend to seek a <br />permanent Certificate of Occupancy on or around March 1, 2015. <br /> <br />CSI has also been working with City staff to mount two telecommunications antenna on <br />top of the City’s south water tower at 660 5th ST SW. These are needed to ensure the old <br />and new buildings can maintain communications during the move. The City Council will <br />consider a Temporary Tower Lease Agreement at their February 10th meeting. The term <br />of the agreement would end on December 31, 2015. <br /> <br />No new information is available regarding CSI’s Minnesota Investment Fund loan. Staff <br />has reached out to CSI representatives regarding the delay and their intent to move <br />forward. They have indicated they are still in discussions with the state on prevailing <br />wage requirements and do intend to move forward once they’ve resolved that issue. <br /> <br />Pulte Homes <br />Pulte secured all the necessary land use approvals from the City Council for the <br />remaining homes in The Enclave development on January 27, 2015. Pulte’s two model <br />homes are officially open to the public and 14 sales are pending at this time. To date, <br />five building permits have been requested (not including the model homes). <br /> <br />APi Group Training Center <br />APi’s contractor has informed City building inspections and public works staff they <br />intend to re-open construction activities on April 1st, weather permitting. Preliminary site <br />grading and utility work is complete and they will begin to work on the building. <br /> <br />APi has also been in discussions with City staff on construction of an at-grade helipad at <br />the northeast corner of their existing headquarters site. If APi pursues this request, it <br />would require several land use approvals, include a Zoning Code Amendment. These <br />requests would be processed through the Planning Commission, who would advise the <br />City Council. It is unknown if the market value of the site would be impacted, positively <br />or negatively, by the presence of a helipad. The company has expressed a desire to land a <br />helicopter on the site 10-12 times per year. <br /> <br />MPCA Approvals <br />On January 30, 2015 the MPCA provided written approval of the City’s April 1, 2010 <br />Response Action Plan (RAP) Implementation Report for the west side of New Brighton <br />Exchange, which summarized the City’s past environmental and geotechnical soil <br />corrections that were conducted to better position the site for the redevelopment <br />market. MPCA has recognized that the City’s clean-up efforts have been implemented <br />and no further actions by the City are required. In addition, Pulte has also received <br />MCPA approval for their additional environmental soil corrections and on-going <br />residential development. <br />
