Moving to the east side, on February 4, 2015, the MPCA also provided written approval <br />of the City’s Response Action Plan Implementation Report dated April 1, 2010 related to <br />the Old Miller Dump closure. The City’s past dump closure efforts were conducted to <br />better position the site for the redevelopment market. While the City maintains long-term <br />responsibility for monitoring the capped dump, the letter confirms that the City <br />implemented its RAP and that MPCA has accepted this effort. This letter has been <br />delayed because the MPCA was asking for additional venting at the area of the capped <br />Dump near Block E, which was implemented last summer. In addition, the CSI <br />development also received MCPA approval last year, which further established the <br />MPCA requirements for development following the City’s dump closure. <br /> <br />These letters not only affirm the City implemented clean-up plans for both the west and <br />east side of New Brighton Exchange, but also signal movement by MPCA staff towards <br />supporting the City’s overall development goals for New Brighton Exchange. <br /> <br />Block B Preparedness <br />The City and Ryan Companies, along with representatives from Barr Engineering, Ehlers, <br />and the City’s redevelopment counsel, met on February 3rd to discuss what efforts could <br />be undertaken to position the City well for development prospects for Block B. Both the <br />City and Ryan will be working on gathering information related to piling costs and road <br />extension costs, which will have a huge financial impact on any prospective <br />development. Once more information is gathered, and staff and Ryan Companies have <br />identified a path forward, the EDC will be asked for input. <br /> <br />
