<br />Ryan’s Redevelopment Services Agreement & Colliers Listing Agreement <br />Gundlach reported that agreements with Ryan and Colliers were presented to the City Council on <br />November 26, 2014 and the Council unanimously approved the extensions as recommended by the <br />EDC. <br /> <br />Staff Presentation on New Brighton’s Redevelopment History <br />Gundlach provide the EDC with a presentation on New Brighton’s redevelopment history along with the <br />number of TIF districts that have been created since the 1970’s. She believed that the redevelopment of <br />the City had been very deliberate. Staff reviewed several maps of the City with the EDC noting <br />redevelopment efforts centered along the main thoroughfare of Old Highway 8. <br /> <br />Discussion ensued regarding development of City Hall and the Fire Station. <br /> <br />Discussion - Part 1 of 2: New Brighton’s Future in Economic Development <br />Gundlach discussed economic development currently taking place in New Brighton. She noted the City <br />currently had 33 TIF districts in place. <br /> <br />Chair Zisla suggested staff investigate job growth in the community given the high level of new <br />development in New Brighton. <br /> <br />Commissioner Benke discussed the “but for” language within TIF and believed that TIF was a valuable <br />tool available to the City to assist with redevelopment. <br /> <br />Commissioner Murlowski provided comment on the City’s past TIF districts and how these have <br />evolved over time. <br /> <br />Commissioner Knights asked what benefits the residents have realized due to the economic development <br />in the City and the use of TIF. Councilmember Burg discussed the districts that have been decertified <br />and have therefore increased the City’s tax base. Further discussion ensued regarding the achievements <br />the City has realized through its redevelopment and use of TIF. <br /> <br />Commissioner Zelm believed that New Brighton was missing out on the mixed-use residential <br />developments due to the fact the City was fully built out. Gundlach discussed how other communities <br />were addressing economic development and the relationships or partnerships that were being forged <br />between cities and developers. <br /> <br />Gundlach reviewed the mission of the EDC as stated within City Code and encouraged the group to <br />consider where economic development efforts should be focused in the future. She stated when she first <br />arrived at the City nine years ago there was an initiative to reach out to local business owners, however <br />these efforts were poorly received. <br /> <br />Commissioner Benke suggested the Chamber of Commerce be contacted to see how they were <br />interacting with the City’s local business owners. <br /> <br />Gundlach discussed the priorities of the Council and reported the group was interested in reviewing <br />areas of the City that were seeing growth and areas that were on the decline, with regard to property <br />values. Staff would be assisting the Council and EDC with this analysis. With this information, trends <br />could be further evaluated. She questioned what efforts the EDC would like to focus on. <br /> <br />Commissioner Zelm believed the City would have to consider if it wanted to remain a suburb or push <br />towards urbanization. <br />
