Gundlach indicated staff and the Chair will provide a short presentation to the Commission during the
meeting. Several broader topics will be discussed, along with specific project examples. Ultimately, the
Commission should refine where you would like economic development efforts to be focused, beyond
New Brighton Exchange.

Gundlach also wants to caution there is additional work to be done in New Brighton Exchange. In an
effort to give some background and/or examples of economic development efforts going on in the state
and/or surrounding communities, staff has included several pieces of information, including a home
improvement program conducted by the City of Roseville, City of Coon Rapids, and DEED, annual
reports & newsletters from The Economic Development Association of Minnesota, and a presentation
called “Keeping your City Competitive” that was given last week at Ehler’s Annual Public Finance
Seminar. Depending on specific areas of interest by the Commission, more information can be gathered
for a more in-depth discussion at future meetings.

Commissioner Garcia-Perez discussed how there was no downtown area for pedestrians to walk to local
businesses. She wanted to see a walkable development created to draw New Brighton residents to. She
believed that this would also draw people from surrounding communities. She thought that a farmer’s
market would greatly benefit the City, along with restaurants within walking distance.

Further discussion ensued regarding the City’s future development.

A member did not support setting aside City funds for home loans. He believed this should be handled
through banks and not as a City program. Lotter discussed how housing was a piece of the community
and noted that it impacted the City’s tax base.

Commissioner Garcia-Perez suggested that a survey be sent to new homeowners and business owners to
gather information on why they have moved into the City of New Brighton.

Gundlach discussed the original design guidelines for NBE. She stated it was the City’s intention to
complete business retention visits. However, there was a lukewarm reception from local businesses.
She believed that only 10 business visits were completed.

Commissioner Murlowski encouraged the City to work with the Chamber in order to learn more about
the City’s local businesses.

Chair Zisla discussed the redevelopment taking place in Arden Hills on the TCAAP site. He provided
comment on how County Road H would be improved. He encouraged the City to continue to work with
its neighbors.

Councilmember Jacobsen believed that New Brighton had a good working relationship with the City of
Arden Hills. He discussed a trail connection near the Mounds View High School that the City was
working on with Arden Hills at this time.

Lotter provided comment on a community survey that would be taken this year.

Commissioner Murlowski thought it would be beneficial to speak with local realtors to gain their
understanding on the local housing market and the profile of New Brighton home buyers.

Commissioner Garcia-Perez wanted to see the EDC review how a “sense of community” could be
created in New Brighton. She suggested the EDC work collaboratively with PREC and the school
district to draw people to the community for commerce and activities.
