She noted that a <br />representative from KDV would go over the reports in more detail with the City Council. Staff <br />requested the Council accept the Comprehensive Annual Financial Report for the year ending <br />December 31, 2014 and the auditor's Communications Letter and their reports on Compliance <br />with Government Auditing Standards and Legal Compliance. <br />Carolyn Stuts an, KDV, fiuther reviewed the City's 2014 year end financials with the Council. She <br />explained an unmodified opinion was given to the City based on its basic financial statements, which was the <br />best opinion an auditor is able to offer. The general and enterprise fund balances were then discussed. <br />Councilmember Burg thanked staff for the thorough report. She recommended that the financial reports be <br />posted on the City's website. <br />Councilmember Jacobsen thanked staff for simplifying the financial reports, noting they were much easier to <br />read for yearend 2014. <br />Councilmember Bauman apIxec fated the comprehensive nature of the financial reports. <br />Mayor Jacobsen commented that long term financial planning was near and dear to him. He appreciated the <br />efforts the City was making in this area. He challenged staffto use zero based budgeting for 2016. <br />City Manager Lotter commended the Council and staff on its efforts as the City was in a good financial <br />position at this time. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to accept the <br />Comprehensive Annual Financial Report for the year ending December 31, 2014 and the <br />auditor's Communications Letter and their reports on Compliance with Government <br />Auditing Standards and Legal Compliance. <br />5 Ayes, O bays- Motion Carried <br />2. Consideration of Awarding Bid for City Project 15 -1, 2015 Street Rehabilitation. <br />City Manager Lotter indicated Community Assets & Development Director Schlichting would be presenting <br />this item to the Council. <br />Community Assets & development Director Schlichting explained City Project 15 -1 consists of the <br />removal and replacement of the bituminous surfacing, the removal and replacement of <br />designated sections of concrete curb and gutter, utility improvements, improved pedestrian <br />facilities (with an upgraded pedestrian crossing near the New Brighton Community Center), <br />LED lighting, a new traffic signal, and landscape improvements on the following streets: <br />1 st Avenue NW - 8th Street NW to l 0th Street NW <br />2nd Avenue NW - 9th Street NW to 10th Street NW <br />3rd Avenue NW - 9th Street NW to 10th Street NW <br />Stn Street NW - 1 st Avenue NW to Old Highway 8 <br />9th Street NW - 2nd Avenue NW to 3rd Avenue NW <br />Alley - 2nd Avenue NW to 3rd Avenue NW <br />10th Street NW - 2nd Avenue NW to 300 feet west of Old Highway 8 <br />Old Highway 8 - Bridge over 694 to 10th Street NW <br />Community Assets & Development Director Schlichting reported that the bids are slightly higher than <br />the feasibility report, however we are seeing significant increases in cost of concrete or <br />concrete products (i.e. storm sewer structures). The economy as a whole is starting to rebound <br />and the project as bid reflects a relative strengthening in the construction industry as compared <br />to the recent couple of years. There is currently a lot of private work (residential, commercial), <br />and the construction of the Vikings Stadium which require significant uses of concrete and <br />labor specialties. The low bidder, Bituminous Roadways, Inc. has not done work for the City <br />in the recent past, but has done similar work in other communities and is qualified and capable <br />2.
