<br />Resolution awarding a contract for City Project 15 -1, the 2015 Street Rehabilitation.
<br />Councilmember Jacobsen asked when the project would begin. Community Assets & Development
<br />Director Sch1ichting explained the project would begin the end of May or beginning of June.
<br />Councilmember Bauman questioned how the area with the dip would be addressed by the City. Community
<br />Assets & Development Director Scl- lichting reported that the underlying soils would be removed and
<br />replaced with gravel to improve the base of the roadway.
<br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to accept the bids and
<br />adopt a Resolution awarding a contract for City Project 15-1,2015 Street Rehabilitation to the lowest
<br />responsible bidder, Bituminous Roadways, Inc., in the amount of $3,544,743.61.

<br />3. Consideration of Awarding Bid for City Project 154, Partial Reroofing at Water Treatment
<br />Plant 1 and the Public Works Garage.
<br />City Manager Lotter indicated Community Assets & Development Director Schlichtmg would be presenting
<br />this item to the Council.
<br />Community Assets & Development Director Schlichting reported this project involves the replacement
<br />of the west section of ballasted EPDM roof on the Water Treatment Plant facility and the front
<br />office area of asphalt roof on the Public Works Garage. This Water Treatment Plant section of
<br />roof is the original roof from 1995 when the plant was first expanded. The area proposed to be
<br />replaced is approximately 10,300 square feet. This Public Works Garage section of roof dates
<br />back to 2001. The area proposed to be replaced is approximately 4,200 square feet. The
<br />construction costs for this roof have increased to account for removal /disposal of asbestos
<br />materials on the existing roof. Both of these existing roofs are in disrepair, leaking in some
<br />spots, and have other deficiencies consistent with age. The City solicited bids for built -up
<br />roofs, with a life expectancy of 25 years.
<br />Community Assets & Development Director Schlichting reported explained in total, 8 bids were
<br />received; however, after a detailed bid evaluation and background check was performed by
<br />staff on the apparent low bidder, Rosenquist Construction Inc., staff found that the required
<br />acknowledgement of Addenda No. 1 and 2 was not provided at the time of bid. The City
<br />Attorney was consulted and stated that the bid must be rejected because the bid was improper
<br />and was not a valid bid without the acknowledgement at the time of bid. Following the bid
<br />opening Rosenquist submitted a letter, acknowledging receipt of Addenda No. 1 and 2. Staff
<br />recommends rejecting the bid from Rosenquist Construction Inc. since it was not valid and
<br />award the bid to the second low bidder John A. Dalsin & Son. The following qualifying seven
<br />bids were received and opened by staff at 2:00 p.m. on April 28, 2105:
