Consider Resolution Enacting Water Conservation Measures. <br />City Manager Lotter explained Management Analyst/Human Resources Specialist Hatch would be <br />presenting this item to the Council. <br />Management Analyst/Human Resources Specialist Hatch reported the Citywide Action Team (CAT) was <br />formed in 2014 and consists of staff members from multiple deparlinents who study hot button topics and <br />make recommendations to the City Council. He discussed the staff members on the CAT team. He <br />explained that recently, the CAT has spent time examining New Brighton's water and is concerned that the <br />City's primary source of water, four wells in the Mt. Simon Hinckley aquifer, may not be capable of meeting <br />the City's demand for water during periods of peak use. The CAT also believes it is important to protect and <br />conserve the City's water resources. For this reason, staff recommended that the Council establish a water <br />conservation program authorizing the City Manager to implement water restrictions when the demand for <br />water is close to exceeding the City's supply capabilities and when the public water reserve capacities are <br />insufficient to protect the community. <br />Community Assets & Development Director Schlichting reviewed the City's current water production versus <br />demand. There was a concern with how to meet summer demands. Staffwas recommending the Council <br />consider an odd/even watering ban and that no sprinkling be allowed from 6:00 -9:00 p.m. He discussed how <br />staffwould educate violators of the proposed water ban. <br />Management Analyst/Human Resources Specialist Hatch provided comment on the City's communication <br />plan for the next five years. He indicated this plan was time sensitive. He discussed the media that would be <br />utilized to educate and keep the public informed on the City's watering ban. He recommended that the <br />Council approve the placement of 13 signs on main thoroughfares throughout the City and one at City Hall. <br />Special Order of <br />Business <br />Consent A¢enda <br />1.
