March 24, 2015 Page 2 of 8 <br />Commission Minutes <br />Mayor Jacobsen received the following minutes on behalf of the City: <br />• Parks, Recreation and Environmental Con nission minutes from February 4, 2015. <br />• Planning commission Minutes from February 17, 2015. <br />• EDC Minutes from February 18, 2015. <br />Special Order of Business <br />1. Weber Lifesaving Award Presentation <br />Acting City Manager Jacobson explained that Officer Pae4zmck would be presentuig this item to the Council. <br />Officer Paetznick reported that on December 10, 2014 at about 7:42 pm, Officer Thomas Nerison <br />and Officer Tyler Wakasugi responded to 470 Riviera Drive on a report of a 2 rh year old <br />female child having difficulty breathing. Officer Wakasugi arrived on scene. He was told that <br />the child, Kennedy Weber, was not breathing. Further, family members were performing <br />mouth -to -mouth resuscitation. Officer Wakasugi began assessing young Kennedy and found <br />that she had labored breathing and a very weak pulse. Officer Wakasugi began assisting with <br />rescue breathing for Kennedy using an ambu bag and mask. Officer Nerison arrived on scene <br />and took over rescue breathing while Officer Wakasugi prepared the AED for potential use. <br />Officer Wakasugi rechecked Kennedy's pulse to find that she no longer had one. Several <br />minutes of CPR were then performed and Kennedy regained a weak pulse. Allina Paramedics <br />arrived on scene and they continued lifesaving efforts. Allina paramedics transported Kennedy <br />to Children's Hospital in Minneapolis accompanied by Officer Nerison who assisted with <br />rescue breathing. Kennedy was admitted to the hospital and on December 16th she was <br />discharged. Kennedy's recovery has been extremely successful and she will live a full life in <br />part due to the efforts of her family and those of Officer Tyler Wakasugi and Officer Thomas <br />Nerison. For these actions, the New Brighton Department of Public Safety recognizes Officer <br />Thomas Nerison and Officer Tyler Wakasugi with the New Brighton Department of Public <br />Safety Life Saving Award this 24th day of March, 2015. A round of applause was offered by <br />all in attendance. <br />Brian McCroy, Allina Health, stated it was a great honor to be in attendance at this meeting. <br />He stated that 1,000 times a day someone dies of cardiac arrest. He reported that the survival <br />rate has been in the single digits for decades; however, in Minnesota this was changing. He <br />thanked Dr. Link for his efforts in resuscitation science. He commented that in 2013, 50% of <br />cardiac arrest victims in Minnesota were now surviving. He believed that this community was <br />blessed to have educated residents, prepared safety personnel, and AED's. <br />The Webers thanked the officers and Allina Medical staff for saving the life of their daughter. <br />Gary Morgandale, grandfather to Kennedy Weber, thanked the Police Department for their <br />quick thinking, level- headed presence, and for escorting his son -in -law to the hospital. <br />Consent Agenda <br />1.
