March 24, 2015 <br />Park. He commented on the funding responsibility for the proposed improvements and noted <br />the City would not be responsible for these costs. He noted that any park amenities that the <br />City would like to add, such as paved trails or trail lighting would be the responsibility of the <br />City. He reviewed his upcoming meeting schedule for Hansen Park and noted a Public Open <br />House would be held this summer where the draft plans and landscape renderings would be <br />reviewed. Public input would be taken at this time as well. He reported that construction was <br />planned for late fall 2016 through the end of 2017. A map of the existing conditions at Hansen <br />Park was provided and the amount of material that would be removed was discussed. He noted <br />that a new dam structure would be constructed to lower the normal water level of the pond 2.3 <br />feet. Further comment was provided on the outlet /dam bypass concept. He explained how the <br />iron - enhanced sand filter would benefit the water quality of the pond. The project benefits for <br />Hansen Park were categorized and noted an annual total of 148 to 194 pounds of phosphorus <br />would be removed from the pond. He discussed the proposed memorandum of agreement with <br />RCWD and requested the City grant easement access for the project. <br />Councilmember Jacobsen ciuestioned the life expectancy of the iron - enhanced sand filter. Mr. Axle noted the <br />sand filter would require yearly maintenance and he anticipated it would last approximately 30 years. <br />Councilmember Burg thanked staff for the thorough presentation She asked if a maintenance and operations <br />agreement would be drafted with the City. Mr. Axle stated the RCWD has yet to draft this agreu—nent, but <br />would be doing so prior to beginning the project. This agreement would outline maintenance and restoration <br />project costs of private property. <br />Mayor Jacobsen asked how the pond size would be impacted. Mr. Axle noted the pond was nearly one acre <br />and he believed that after the improvenients were complete, the cattail mat would be turned into open water. <br />Councilmember Bauman thanked the consultants for their thorough report. She asked what type of water <br />would be flowing through the bypass pipe from the sand box. Mr. Axle explained through the sediment <br />retention only a small amount of phosphorus would flow through the pipe. He believed that the pond water <br />quality would improve after the proposed improvements were complete. <br />Councilmember Bauman inquired how often the 4-bay area would have to be dredged. Mr. Axle indicated <br />this area would be monitored. He anticipated that the area would have to be dredged in 20 years. He <br />discussed how the pond would be drawn down in order for the sediment material to be cleaned out He <br />reported that bi- weekly water quality testing was conducted on both Pike Lake and Long Lake. Active <br />monitoring would also be conducted on Hansen Pond. He advised that the efforts of this project would <br />improve the water quality to waterways downstream. <br />Mayor Jacobsen asked if any carp were pulled out of the Long Lake this winter. Mr. Axle did not believe that <br />any carp were taken this winter, but an overall carp management assessment was a priority of the RCWD. <br />Councilmember Straub appreciated the positive working relationship that the City had with the RCWD. He <br />thanked Ken and Bridget for serving on the RCWD Board. He supported a <br />boardwalk across the pond to the island. <br />Councilmember Burg encouraged RCWD to attend the upcoming Town Hall meeting and to make a <br />presentation on tills project. <br />Ed Davies, homeowner on 13'" Avenue, supported the proposed project and understood there would be a lot <br />of disruptions to his property. He recommended that the water level be further evaluated to see if the pond <br />level could be reduced even further to get the surrounding homes out of the FEMA flood zone. He provided <br />comment on the high price of flood insurance. Mr. Axle stated the hydrology model from RCWD would be <br />available to the City and perhaps this would assist with the FEMA classifications. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to authorize and <br />approve a Resolution approving execution of a Memorandum of Agreement with the Rice <br />Creek Watershed District regarding access, construction, operation and maintenance of <br />the Hansen Park Project Component of the petitioned Basic Water Management Project, <br />Rice Creek Watershed District Project 2013 -01. <br />5 Ayes, 0 Nays - Motion Carried <br />Page 5 of 8 <br />
