March 24, 2015 <br />was drafted by the New Brighton City Attorney and clearly outlines what responsibilities lay <br />with which party. Additionally, the agreement is structured such that if something isn't <br />working both parties are encouraged to come to the table and re- negotiate or the agreement <br />would be terminated upon 60 days' notice (by New Brighton) or 10 days' notice (by St. <br />Anthony). The City Council of the City of St. Anthony Village is considering the proposed <br />JPA on March 24, 2015. If approved by both cities, the JPA would commence on May 1, 2015. <br />Staff recommended that the Council authorize the Mayor and City Manager to enter into a JPA <br />with St. Anthony Village for shared building inspection services. <br />Councilmember Jacobsen thanked staff for their work on this agreement. He questioned why staffwas i <br />proposing a 10 day cancelation limit for the City of St Anthony Village. Assistant Director of Community <br />Assets & Devcloptnent/Planning Director Gundlach discussed the termination limits within the JPA and <br />noted this smaller window offered St Anthony more flexibility. <br />Councilmember Burg appreciated staff s work on the JPA as well. She saw great benefits within the JPA for <br />both communities. <br />Councilmember Bauman asked if St Anthony would be paying New Brighton a minimum for permit fees. <br />Assistant Director of Community Assets & Development/Planning Director Gundlach commented there <br />would be no minimum fee and New Brighton would only be paid based on actual permit revenue. <br />Councilmember Bauman believed that this would be a smart partnership. <br />Councilmember Staub thought the proposed JPA was a fantastic and innovative way for the City to pool <br />resources with St Anthony. <br />Mayor Jacobsen commended staffon a job well done. <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to Authorize the Mayor <br />and City Manager to enter into a Joint Powers Agreement (JPA) for Building Inspection <br />Services with the City of St. Anthony Village. <br />5 Ayes, 0 Naas- Motion Carried <br />2. Consider Resolution Authorizing the Mayor and City Manager to enter into a Memorandum <br />of Agreenment with Rice Creek Watershed District regarding construction, operation and <br />maintenance of the Hansen Park Management Project <br />Acting City Manager Jacobson indicated Community Assets & Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets & Development Director Schlichting stated in July of 2011, the Cities of New <br />Brighton and Saint Anthony experienced historic rainfall and associated flooding. The events <br />highlighted existing flood risks and caused the Cities to evaluate the adequacy of existing <br />stormwater conveyance and management facilities in the Cities. He reported that the City has <br />been working with the Rice Creek Watershed District to address the needs at Hansen Park. He <br />indicated that Phil Belfiori from the Rice Creek Watershed District had a presentation for the <br />Council regarding Hansen Park. <br />Phil Belfiori, Rice Creek Watershed District, explained he looked forward to working with the <br />Council on Hansen Park. He reviewed a concept plan, funding expectations and a proposed <br />timeline for Hansen Park with the Council. The background of the pond in was discussed along <br />with the 2011 super storm the dropped over 7" of rain in four hours. It was noted that the City, <br />along with Saint Anthony and Roseville, petitioned RCWD with a Basic Water Management <br />Project in 2013. He reported that a $3 million grant from the BWSR Clean Water Fund and <br />$4.2 million from the RCWD was awarded to assist these cities in pursuing a multi - purpose <br />water quality and flood control project. He discussed the scope of the project, along with the <br />timeline noting actions would be taken between 2014 -2018. He commented that Hansen Park <br />would use 2/3 of the overall funding or $4.8 million. <br />Kyle Axle, discussed the preliminary cost estimates for the improvements needed at Hansen <br />Page 4 of 8 <br />2.
