She noted the draft Ordinance <br />had been updated and included language that would require fowl to remain on a resident's property. In <br />addition, adjustments were made to the number of fowl allowed on property based on lot size. She encouraged <br />the Council to discuss allowed coop size. <br />Councilmember Burg questioned why the five -foot setback was being proposed. She wanted to be sure that <br />coops were not too close to neighboring structures. <br />Councilmember Jacobsen commented that setbacks were typically from buildings as well as property lines. <br />Code Enforcement Officer Hatch noted that the language could be amended to provide further clarity. <br />Mayor Jacobsen did not believe that coops would be located ten feet from a principle structure. Gundlach <br />discussed the building requirements for a coop stating that she did not foresee residents would be attaching <br />chicken coops to homes. <br />Councilmember Bauman asked if fowl would be allowed in a principle structure. Gundlach reported this was <br />not allowed in the principle structure or attached garage by Code. <br />Mayor Jacobsen discussed an article from the St. Paul Pioneer Press regarding setbacks from drainage <br />ditches /waterways with regard to farm animals. He believed that runoff in urban and rural areas should be <br />handled in the same manner. <br />Councilmember Burg did not believe that a 20 -foot setback was necessary for New Brighton residents with <br />chickens. <br />Further discussion ensued regarding setbacks and water runoff. <br />Gundlach asked how the Council wanted to resolve the setback issue. She then summarized the Council's and <br />task force's discussion to date. She provided comment on the City's shoreland setbacks. <br />
